Last week, I had some interesting e-meetings with representatives from University of Dar es Salaam (UDSM) and University of Dodoma. This reinforced in my mind the pivotal role and place of the higher education system in Africa. Did you know that the enrolment rate in higher education across Sub-Saharan Africa has seen an amazing growth, nearly doubling in the past decade to reach a gross enrolment ratio (GER) of approximately 9.4%?* (Source: Word Bank, 2021) *This is a significant achievement, though it still falls far short of the global average GER of 38% This surge in enrolment is not just a number; it signifies a transformative shift. Universities are more than academic institutions; they are engines of economic growth. They equip students with practical skills through technical and vocational education, addressing local job market demands and driving sectors such as agriculture, natural resources, and tourism. As an example, a significant recent development highlighting this transformation in Angola. Angola’s Higher Education Ministry forming a partnership with Times Higher Education. This collaboration aims to enhance educational standards, promote research, and facilitate international collaborations, exemplifying the positive impact of global partnerships on local education systems (Source: Times Higher Education). https://lnkd.in/dpH468yN Moreover, the growing connections and collaborations between African universities and institutions outside the continent are proving beneficial. We have published the interim report of our Quality Evaluation and Enhancement of UK Transnational Higher Education (QE-TNE) Scheme. 75 UK higher education institutions participate in the Scheme, representing about 70% of the sector's entire TNE student population - more than 400,000 students. The mid-term report details the key findings of the first three years of the Scheme in terms of governance, partnership arrangements, the student experience, and the balance between the need for adjustments to address local contexts and approaches to ensure the comparability of quality and standards. The Scheme has so far evaluated provision across nine countries - Germany, Egypt, United Arab Emirates, China, Saudi Arabia, Sri Lanka, Vietnam, Greece and Cyprus - and will, next year, focus on Malaysia, India and Oman. The Executive Management, middle management, faculty and staff understand how imperative it is to rigorously adhere to quality assurance practices and uphold the high regulatory standards imposed by the Department of Higher Education and Training, the Council on Higher Education and the South African Qualifications Authority. Credibility is built over time as we demonstrate our commitment to remain in good standing with our regulatory bodies and our students. PHEI’s are spaces where the student is at the centre of everything we do. They are the heartbeat of our institutions, and we listen to their heartbeat and respond, promoting innovation, creativity, problem-solving and an entrepreneurial mindset among students. By fostering this kind of student-centric culture, we enable students to develop the knowledge, skills and mindset needed to succeed in driving social and economic transformation. The programme is directly managed by the European Commission through the Education, Audiovisual and Culture Executive Agency, under the supervision of the Directorate General for International Cooperation and Development and in collaboration with the African Union Commission Department for Human Resources, Science and Technology. OBJECTIVE(S) The overall objective of the programme is to enhance human capital development in Africa, while strengthening intra-African collaboration as called for by Agenda 2063. The programme’s specific objectives are to: increase the employability of students; improve the quality of higher education in Africa and its relevance to Africa’s development vision; strengthen the modernisation and internationalisation of African higher education institutions, and promote the development of an African higher education and research space Mobility of students and staff between Higher Education Institutions (HEIs) is expected to help them acquire stronger knowledge and skills and contribute to improve the quality and relevance of teaching and learning through exchanges of practices. Within the African Union vision, this is also essential for developing higher education capacity to generate African solutions to African challenges and to build an African higher education and research space. In addition, the scheme will contribute to strengthen the modernisation and internationalisation strategies of HEIs through the establishment of mechanisms to manage the mobility flows. This will in turn increase HEIs’ capacity to forge partnerships with other institutions to undertake joint collaboration and research. Furthermore, the programme is bringing together HEIs from different regions which will have to set up adequate mechanisms to organise the exchanges, such as arrangements to compare curricula and recognise the study periods abroad. It is therefore expected that the programme will enhance harmonisation and standardisation of higher education in line with the African Union Strategy for Harmonisation of Higher Education. It will provide specific lessons for the implementation of the Pan African Quality and Accreditation Framework and make a substantial contribution to regional integration. The survey is part of the Youth Mobility for Africa Flagship Initiative by the European Union, and its purpose is to collect and analyse perceptions, challenges and opportunities of internationalization within the higher education ecosystem in Africa. I am attending a Virtual Showcase of the African Education Research Database (AERD), which is a thought-provoking panel discussion. The AERD will undoubtedly play a significant role in enhancing evidence-based policy development and decision-making practices in Africa. In particular, it support the transformation of education in Africa to ensure quality, equitable, and inclusive education for all African students, thereby effectively addressing the challenges of the global learning crisis. However, I believe that an extra measure and careful approach should be taken in the development of the database, particularly when adding publications. Critical questions to consider include: Are the publications in the database sourced from reputable and credible peer-reviewed journals, or do they include any journal publications regardless of their credibility? Additionally, what systems are in place to ensure that 'fake articles in fake journals' do not enter the database, thereby avoiding misinformation for readers and policy makers?
