What the Heat Pump Debate Means for Stakeholders Everywhere California's tensions over utility-backed building electrification offer insights beyond state lines. As heat pump adoption scales globally, who pays is crucial. For utilities and regulators nationwide, clinging to the status quo risks customer divisions over energy affordability and climate equity. Voters may penalize reluctant leaders. Yet pushing change too fast with misallocated costs also backfires. Each place must discover pragmatism, balancing constituent needs. For businesses betting on electrification-linked markets—from HVAC contractors and heat pump manufacturers to EV charging firms—uncertainty slows investment and scaling. Clear, durable policy signals are essential to unlocking private capital flows. And for society overall, a haphazard transition leaves marginalized communities stranded on increasingly expensive gas as affluent neighbors shift to efficient electric heating and appliances. Preventing this scenario requires planning centered on inclusion. In effect, California's dilemma distills the challenges every region will face in equitably mainstreaming efficient electric buildings. Long post alert! #ClimateAction of the day: Tell the California Public Utilities Commission that fossil fuels are NOT the answer to growing electricity demand! According to the The New York Times, electricity demand is expected to spike sharply in the coming years for the first time in more than a decade—& utilities are scrambling to add more power generation to the grid. Much of the demand is due to new data centers & manufacturing facilities, but it’s also due to a rise in the use of electric vehicles, heat pumps, & other electric appliances. This is good news - proof that we’re making progress on climate! But… …The bad news is that some power companies plan to meet the demand with more fossil fuel infrastructure. And that would be a massive step backward. While Congress debates permitting reform, we need to employ other creative solutions to keep dirty power off the grid—solutions we can pull the trigger on NOW. Here are some ideas: - Build more renewables - Increase battery storage - Upgrade transmission lines - Increase energy efficiency - Regulate high-power industries This is a pivotal moment for our energy future. If we fill this gap by turning back to the dirty energy of the past, we’ll seal our planet’s fate for generations to come. But if we meet this moment with innovation and resolve, we can create unstoppable momentum toward a clean, green power grid! This week, we’ll speak up to let our leaders know that in this moment of surging energy demand, building more fossil fuels is NOT the answer! We’ll start by contacting public utilities commissioners. A recent study led by the University of Michigan has found that climate change is expected to increase the future value of residential rooftop #solar panels across the United States by up to 19% by the end of the century. This increase is driven largely by the anticipated rise in demand for residential air conditioning as temperatures warm, which means more solar-generated electricity will be consumed directly by households, rather than being sold back to the grid at a lower rate.

“A hefty chunk of U.S. #emissions comes from the energy used to heat buildings. That means millions of homes must be converted to electric heating in order to meet climate targets…CO Xcel Energy’s Clean Heat Plan was approved this May. It directs more than $440 million over the next three years mainly to #electrification and #energyefficiency measures that are meant to reduce reliance on the gas system and cut annual emissions by 725,000 tons…. majority of funds will go toward building electrification and energy efficiency, which the commission found to be the “most cost effective and scalable ways to reduce emissions from burning gas and buildings, both in the short run as well as in the long term,” https://lnkd.in/enji3eU6

More unplanned load on the grid. Energy efficiency is great and will certainly help move us towards a decarbonized economy. Unfortunately, this is not necessarily risk free. Electrification, the moving of some functions previously provided by fossil fuels to electricity, has the consequence of adding load to the grid. This would be fine if it was planned and coordinated between all the parties. But, that has not been the case. We are already suffering from an overloaded and out-of-date grid. Adding more load, such as heat pumps and EV’s will cause additional power quality problems and increase the probability of more outages. Nine states, including California and New York, signed agreements to promote heat pumps to reach a target of 65% of residential heating and cooling be provided by heat pumps by 2030 and 90% by 2040. When Southern California Edison (SCE) first announced its plan to spend hundreds of millions of dollars to help 250,000 customers install heat pumps back in 2021, some building-electrification advocates saw it as the kind of proactive step utilities need to be taking to transition their customers off of fossil fuels and help California meet its ambitious climate targets. Others saw it as an unproven building-electrification strategy that could add new charges to already-expensive electric bills, without clear evidence of long-term cost reductions and climate benefits. The California Public Utilities Commission sided with the latter group, rejecting SCE’s proposal on the grounds that it doesn’t "sufficiently show clear…benefits in the face of certain costs" for its customers at large.
