It's 600 A.D. in Britain and the Saxons of Essex found a new territory called Middlesex. By this time, you have the South Saxons (Sussex), East Saxons (Essex), Middle Saxons (Middlesex), and the West Saxons (Wessex). For us in New Jersey, you'll recognize familiar names. Except for one. Why is there no Wessex County in New Jersey? When NJ was in its English-ruled infancy it was split in two, East and West Jersey. In the 1600's East Jersey formed the Counties of Bergen, Essex, Middlesex, and Monmouth. West Jersey formed Salem and Burlington. As New Jersey unified and developed new Counties, Sussex County was founded in 1753. And for anyone looking at a map, here is my glaring problem with that. Sussex being the northern-most County in the State, its name, to put it politely, is stupid considering its namesake. So stupid in fact that with it being WEST of Essex and Middlesex, naming it Wessex County is just so obvious. Also there was never a "Norsex" (Northern Saxon) kingdom in England, so again Wessex County make sense. Since then, Counties have been partitioned and new were Counties founded, but none were to be named Wessex. Perhaps one day we'll see it become a 22nd County in New Jersey. Oddly enough, a fictional Wessex County, New Jersey does exist and in all places it's the Friday the 13th series. Anyway, this is my short rant on why Sussex should be renamed Wessex County, and New Jersey can form a new 22nd County in South Jersey called Sussex. #NJHistory #Wessex #22ndCounty

Heading home from a bias-confirming day in #Westminster hosted by No5 Barristers' Chambers. We can choose to be blunt or sensitive about it, but a #supermajority of the audience agreed that #greenbelt is no longer fit for purpose and should be replaced by a new policy which covers the whole country rather than just 15 urban areas. The #greenbelt may be the best-known planning policy there is or ever has been, but it is fundamentally unfair, ignoring vast swathes of the country that are entitled to consideration just as much as anywhere else #leicester #lincoln #lancaster #ipswich #norwich #peterborough #stratford to name but a few. Stronger protections already exist in the #NPPF or via designation as an #AONB or #nationalpark. There are clear examples of where green belt is the most sustainable choice for much-needed publicly accessible open spaces, GP surgeries, schools, and yes, #homes, near to where people already live. Where we have existing public transport assets, we have a civic duty to make the most of them. Kudos to Turley planning aficionado Fiona Lee-McQueen MRTPI who was as eloquent as ever in making the case for a #newgovernment giving LPA officers “an out” in the short term to be able to approve applications now in order to deliver the #housing the country needs quickly rather than encouraging a #planningbyappeal system in which the only winners, perhaps ironically, are the #barristers. VERY SPECIAL CIRCUMSTANCES FOR 92 DWELLINGS IN THE GREEN BELT AT SARRATT, THREE RIVERS - APPEAL ALLOWED Following a 13-day inquiry, The Planning Inspectorate's Inspector Matthew Nunn has today allowed two appeals by Burlington Property Group against the refusal by Three Rivers District Council of planning permission for two linked developments providing for a total of 92 homes (48% of which will be affordable and at least 10% custom/self-build), as well as a new doctor's surgery, on two greenfield sites on the edge of the village Sarratt. The Inspector's decision found that very special circumstances existed to clearly outweigh the harm to the Green Belt and any other harm, so as to justify what was deemed by policy to be inappropriate development in the Green Belt. The decision will be of wide interest, not just for the finding of VSC, but also for the Inspector's conclusions in relation to locational sustainability in the context of a serious unmet housing need, as well as the weight to be given in the context of the VSC analysis to the delivery of much-needed market, affordable and custom/self-build housing and the provision of a new GP surgery. This was a particularly hard fought case, which will undoubtedly make victory all the more satisfying for those involved on the winning side. I acted as counsel for the successful appellant, Burlington Property Group, instructed by Boyer, and called the following experts at the inquiry: Phil Hamshaw (i-Transport - highways & transportation); Ben Hunter (EFM - GP surgery need); Colin Pullan (Pegasus Group - urban design); Jonathan Evans (Pegasus Group - landscape and green belt impact); James Stacey (Tetlow King Planning - affordable housing); Andy Moger (Tetlow King Planning - custom/self-build housing); and Philip Allin (Boyer - planning). Ian Ginbey and Emma Barkas of Clyde & Co handled the complex s.106 matters. Many other excellent professionals provided invaluable input behind the scenes.
