A functioning Public Health sector is a need. A well set up Public Health system has the potential to alleviate the burden on Health Care Service providers (hospitals, clinics) by effectively addressing and preventing health issues at a population level. By implementing measures such as health education campaigns, vaccination programs, and promoting healthy lifestyles, Public Health can significantly reduce the need for individuals to seek hospital care. This, in turn, leads to a decrease in hospital admissions and subsequently lowers health expenditure for both individuals and the healthcare system as a whole. Indeed there is need for improvement in the public health sector.

When I wrote this, it was during the COVID-19 pandemic. Though the pandemic is past us, the issues raised remain pertinent. Building the public health sector’s capacity and resilience must be seen as a top priority. Among other issues, retaining adequately qualified and experienced manpower through attractive remuneration packages, equipping health care facilities with modern equipment, ensuring a steady supply of medicines, sundries and other consumables, as well as lifting barbaric laws remain highly critical. A working public health sector capacity together with a viable national health insurance package are core components for economic development.

The recently published Westfund Health Insurance Regional Health Gap Report 2023 reveals there is an important mental health care access gap in Australian regional areas. Health service providers report that support is lacking in all regions for all patients, but especially for adolescents. 95% of Westfund staff said there was a gap between supply and demand for mental health services in their area. According to our latest Annual Hospital High Claims Report, mental health claims amongst young people have increased dramatically since the COVID-19 pandemic began. Last year, 1 in 5 hospital claims for PHI members under 30 were for the hospital treatment and care of patients with psychiatric, mental, addiction or behavioural disorders. As highlighted by Westfund, addressing the mental health access gap in regional Australia is crucial, as mental health conditions have a major impact on overall health and have been demonstrated to be a key factor in exacerbating comorbidities.
