Helsinki Security Forum 2024 opened with an engaging discussion “Towards a Total Defence of Europe.” The panel focused on how the growing complexities of societal security call for a renewed approach to total defence – one that goes beyond military concerns and engages all sectors of society. Our distinguished speakers addressed the importance of a whole-of-society approach to national defence, emphasising that preparedness must extend across every sector, including organisations, NGOs, and civilians. Moderated by Charly Salonius-Pasternak Finnish Institute of International Affairs - FIIA the panel featured: Janne Jaakkola, Chief of Defence of Puolustusvoimat - Försvarsmakten - Finnish Defence Forces Marta Kepe, Senior Defence Analyst at RAND Andrus Merilo, Chief of Defence of Estonian Defence Forces Charlotte Petri Gornitzka, Director General at MSB (Swedish Civil Contingencies Agency) Major General Andrus Merilo reminded the audience that awareness and preparedness alone are not enough to deter threats: “Situational awareness must always be translated into situational understanding.” Watch the #HSF2024 panel here: https://lnkd.in/dBuJGfum

Great piece, Philippe Lagassé. So many keep points made so clearly. I, myself, was an F-35 skeptic, but I changed my mind for a few reasons: a) the plane won pretty much everywhere it competed--Australia, Finland, Denmark, etc. It simply is the most advanced and while the consortium process made it more complicated and cost savings were not as much as hoped, it still is now the best plane for the future. b) speaking of the future, Canada procures rarely so it needs stuff with long life-spans. Having so many countries buy the same plane means there will be spare parts and upgrades for decades. None of the other planes could really promise that.C c) yes, the Canadian process is ugly. We suspected the RCAF gamed it. Why? Because we have no one besides the Minister (just him and his immediate staff apparently) doing oversight in Canada. Neither the parliamentarians (the Steve/Dave/Phil book currently under review) nor the Department of National Defence (the Steve/Phil/Ora project that is underway) think their job is to do oversight. If it ain't your job, you don't do it. So, now the Minister is assisted by an independent review panel to make sure the CAF isn't gaming the requirements. One of the problems of Canadian defence procurement is that there are too many agencies involved, so accountability is hard to figure out. This board is one of the few additions I would not get rid of, as it is transparent and provides a valuable forcing function. The CAF won't game the requirements because it knows it is likely to get caught. Which means we can trust that part of the process more. Now we need to staff DND with more procurement people to oversee the next steps (even though, again, they don't their job is oversight).

The security and defence environment pushes the European Defence Agency from a peripheral to a centre-stage role. About time, I would say. The annual conference of the Agency has a stronger gravity this year as EU's security and defence need serious turbo charging. I am looking forward to significantly higher defence spending, ramping up defence industry capacity, single EU defence market, EU air defence shield, intel sharing and regulatory relief for defence industry production. We need to get serious about threat deterrence and protection of our EU land and interests. #EU #EuropeanUnion #Security #Defence #Capability #DefenceIndustry #AirDefence #EUbudget #DefenceUnion

High Representative Kaja Kallas sets the new horizons in EU defence during her keynote speech at EDA’s annual conference. “We need to be prepared to defend ourselves, preferably with our allies but also alone if needed.” “We need to concentrate our effort on Defence capability priorities that is most needed. EDA #AnnualReport 2023 | From defence planning to managing cooperative projects 🤝 In 2023, EDA supported Member States’ capability planning through its own prioritisation framework, leading to 22 EU Capability Development Priorities. They serve as the key reference point for any EU initiative contributing to prepare, develop and acquire Member States' defence capabilities. #ToBeReady EDA also launched the third cycle of its Coordinated Annual Review on Defence (#CARD), established the joint procurement of #155mm ammunition through EDA in support of #Ukraine, and helped implement four #PESCO projects. The Agency supported an overall portfolio of 94 cooperative projects and programmes, with a total value of €664 million. From space to maritime surveillance or the European strategic tanker capability (#MMF), EDA further strengthened its role as the hub for #EUdefence cooperation.
