I had the privilege this morning to moderate an excellent panel of Taiwan-based information operations specialists at the National Press Club in Washington, DC examining foreign interference and information manipulation in Taiwan's 2024 elections.
The civil society and government analysts represented on the panel operate on the frontlines of the daily battles fought against China's hybrid warfare in the information space. The press briefing this morning offers a review of the tactics, techniques, and procedures in information manipulation observed in Taiwan's 2024 election cycle, but more importantly, it is a harbinger of what's likely to come for other democracies that face similar threats from foreign malign influence in 2024 and beyond.
With an axis of authoritarian powers emerging that are not only learning from one another but also increasingly coordinating their information operations, like-minded democracies must also work more closely together to leverage each other's technological know-how and forge a common narrative against Chinese Communist Party (CCP) and authoritarian political warfare.
As the presentations make clear, CCP's objectives with its information manipulation strategy in Taiwan are to undermine the target's social and political cohesion and also, as it relates to the United States, attenuate its partnership and alliances by amplifying the perception of the United States as an unreliable partner. These objectives are not unique to the Taiwan case and are observable across numerous case studies, especially among key US allies and partners. As such, Taiwan's experience in the 2024 elections provides a vital example for other democracies to closely examine and learn from.
