Understanding the Federal Government’s Appropriation Process and How it Can Support R&D Goals The Department of Defense (DoD) Appropriations Act is the annual legislation that funds most military activities, including research and development and acquisition of new equipment and maintenance of weapon systems. The President's Budget Request (PBR) is developed by the Pentagon through a methodology known as Planning, Programming, Budgeting, and Execution Process (PPBE). But ultimately Congress holds the power to direct federal spending and must review and approve the final spending plans. Members of Congress, initially through the House and Senate appropriations committees, heavily influence the process, including by increasing funding for specific programs. It is important that defense organization leaders articulate their projects and investment priorities to decision makers within the DoD and Congress throughout this process. This presentation will provide an overview of budgeting and appropriations procedures and explain how and when to advocate for appropriations outcomes and programmatic increases.
