These requirements will be eliminated under HSA, which will have total control over the financial stability and warehouse requirements that are applied. If you look closely at the financial conditions of the prime owners of HSA under the current system, they would not qualify to participate. For some reason, this is acceptable, and the deregulation of requirements only allows subpar companies to participate without any fiscal responsibility. To tender Department of Defense (DOD) household goods, there are specific financial and warehouse requirements that need to be met.
