The challenge of accessing capital to finance new projects is imposing a “forced pause” on some multifamily developers and causing others to go back to the drawing board, a panel of developers at GlobeSt.com’s Spring Multifamily conference told us last week. “We’ve got 2,000 units in our project pipeline ready to go, so it’s not by choice that we find ourselves under capital constraint,” said Shawn Seaman, president of Hoffman & Associates. “We’re in sort of a forced pause right now. Morgan Sindall Construction’s North West team held a groundbreaking event recently to mark the start of enabling works on site as part of its work on the £20m regeneration of Accrington Town Square, attended by project partners Hyndburn Borough Council, AEW Architects and Hive Projects. The work includes the restoration of the Market Hall, Burtons Chambers and Market Chambers. Funding for this project was secured through a successful bid for £20m to the Levelling Up Fund earlier this year, with additional matching contributions from Lancashire Borough Council and the UK Shared Prosperity Fund. As part of its Intelligent Solutions approach to supporting its customers to decarbonise, Morgan Sindall will seek to retain and reuse original building materials wherever possible, whilst creating modern new facilities, which reduce operational carbon through the lifecycle of the scheme. Although in 2024, a million new units are set to deliver, construction starts are not following in that trend due to high interest rates, high costs of capital and other growing costs for development. There has been a 70% decline in construction starts in the past two years. This puts pressure on an affordable housing market that is already in crisis. Huge news for our regional site readiness work, and a big step forward for the Lowell community! It's been great working on this $17.5 million grant that we've secured for the Covenant Business Park site in Lowell Township, and these funds will catalyze one of our top-priority development sites in all of greater Grand Rapids. We view this 200+ acre site - located on the Eastern edge of Kent County, right at I-96 Exit 52 - as a critical, regional catalyst for additional job creation & community prosperity, at a strategic location which will be very attractive for business expansion and attraction projects in Michigan. Between Lowell Township, the City of Lowell, the developer of the site (Franklin Partners) and others, the proactive collaboration behind this site’s development is extremely strong, and will help fulfill the long-term prosperity goals for the Lowell community and our region. The township zoned this site as Industrial & Commercial PUD a number of years ago, and the use is consistent with their Master Plan and future land use plan. We’ll be holding a series of public open house events right there in Lowell Township in the coming days, and we look forward to further connecting with an already engaged community. Major kudos to the rest of our partners on helping us get to this point, including Donald Shoemaker, Gary Tamminga, Will Shoemaker, Duke Suwyn SIOR CCIM, Steve Marcusse, Jerry Hale at Lowell Township, Michael Burns and of course Randy Thelen and Tim Mroz, among others. I also wanted to note that the Strategic Site Readiness Program through the Michigan Economic Development Corporation is a critically important tool to move this project forward. Quite honestly, the infrastructure work necessary to activate this site wouldn’t be possible without this resource, and I commend the MEDC team (Terri Fitzpatrick, Paul OConnell, Nicole Whitehead) for their work in mobilizing this program across the state. The Partnership recently submitted our response to the Government’s proposed updates to the National Planning Policy Framework (NPPF). We welcome this ambitious step toward sustainable development, housing growth, and economic expansion. Our official consultation response highlights the Partnership’s support for the introduction of mandatory housing targets, streamlined planning processes, the prioritisation of brownfield development and strategic land use, including sensible greenfield development. Thurrock faces a critical affordable housing shortage, with hundreds desperately waiting and homelessness rising. Sensible greenfield development is key in addressing Thurrock’s pressing housing needs and for stimulating local economic growth. While we welcome the progress, we continue to call on the Government to clearly articulate the linkage between housebuilding and the strategic potential for economic growth and infrastructure investment. This vision should clearly demonstrate how increased housing translates into job creation, improved connectivity, and enhanced quality of life for residents, supporting local economies and boosting regional prosperity. As we continue to make progress, the Partnership will continue to work together to help contribute to increasing affordable housing, which goes hand-in-hand with supporting economic growth, and the government’s proposed housing targets.
