Ms Rosalinde van der Vlies, Clean Planet Director, DG RTD, European Commission said: “Hydrogen Valleys are the stepping stones to a European hydrogen economy by bringing supply, storage, distribution and end-use together in one ecosystem. Lessons from the (ongoing) #hydrogen experience in view of the (upcoming) #EUCleanIndustrialDeal Now that we are all settled back from the summer break, I hope the report by the European Court of Auditors on the EU’s industrial policy on renewable hydrogen will get the attention it deserves. Here my key takeaways: 🎯 Impact assessments matter. Thorough, fact-based and well-informed impact assessments are crucial for setting realistic targets, and distinguishing them from overly ambitious goals. 🔗 Value chain integration. The report highlights the "chicken-and-egg problem": hydrogen supply depends on demand, and vice versa. Industrial policy must embed a value chain approach to address this. 💲 Mind the -price- gap. Unlike the USA, the EU did not set any target for hydrogen production costs. Yet, international competitiveness of energy sources is vital for industries operating in global markets (next point). 🌐 Don’t forget the global perspective. Europe is not an island. As the report reads (page 39), “the carbon border adjustment mechanism so far does not cover exports to non-EU countries. This is a cause for concern when such countries have either low carbon pricing or none at all”. ⏳ Time is money: delays in ‘paper work’ (e.g. setting rules and standards, permitting, etc.) hinder investment. 🔎 Pragmatism over perfectionism. While low-carbon hydrogen differs from renewable hydrogen, it still plays a crucial role in the transition. So far this has not been fully recognised in the legal framework. 🤝 Coordination is key. A planned strategy lands on the ground successfully only if all players of the transition (public authorities, industry, energy and technology suppliers, financial institutions, etc.) are well coordinated. 💶 Streamlined and adequate funding. Funding needs must be carefully assessed against available resources, which should be streamlined and sufficient to meet the challenge. The European Steel Association (EUROFER) is happy to engage with policymakers and stakeholders to discuss this further and make sure that these recommendations are duly taken into account by the European Commission when shaping its industrial policy for #cleantech, with #greensteel at its heart. The Belgian Hydrogen Council, NLHydrogen, and the German National Hydrogen Council have signed a Memorandum of Understanding (MOU) to advance the hydrogen economy in the North-West region of Europe. The MOU aims to establish a platform for collaboration among industry, government, universities, research institutes, and civil society to promote innovation, sustainability, and the development of a viable #hydrogen economy. #newpublication Pleased to share this paper on multilateral #hydrogengovernance, recently published in the International Journal of Hydrogen Energy and authored by Rainer Quitzow (Research Institute for Sustainability (RIFS)), Alex P. (Oxford Institute for Energy Studies) and myself. Amid increasingly critical discussions on how to scale global #hydrogendemand, the distributive aspects of hydrogen-based industrial #valuecreation and the proliferation of hydrogen #certification and trade-related standards, we tap into the institutional dynamics driving this new technology, exploring key actors and central challenges in its multilateral governance. Some main takeaways from our article: 🟢 Hydrogen development and adoption are driven by a growing array of new institutional actors and #hybridgovernance frameworks who exclusively deal with (green) hydrogen, and who can complement incumbent institutions’ agendas by advancing specific technology ‘niches’. 🟢 Countries' representation in the principal hydrogen governance institutions is skewed towards highly industrialized economies associated with the ‘Global North’, most notably #Europe. 🟢 A relatively small share of (mainly private sector) governance entities specifically addresses #investmentrisks related to hydrogen end-use and infrastructure development to stimulate global market formation. 🟢 Given challenges related to inconsistency and duplication, the regional level will likely become an important locus for more comprehensive #sustainability-related governance of hydrogen. Innovation Fundin IF24Battery-akkuhaku julkistettiin tänään: "Today, in the first week of its new mandate, the Commission is stepping up its efforts to boost net-zero technologies that are key to ensure the competitiveness of European industry while meeting agreed climate goals. It is launching two new calls for proposals with a budget of €3.4 billion to accelerate the deployment of innovative decarbonisation technologies in Europe, including electric vehicles batteries. For the first time, a €1 billion call for electric vehicle battery cell manufacturing (IF24 Battery) will support projects that can produce innovative electric vehicles battery cells or deploy innovative manufacturing techniques, processes and technologies. Today's call is only one measure in a broader approach to mobilise investment in an area that is essential for Europe's success in the clean energy transition and its competitiveness. It supports companies in targeting investments in Europe with new technologies where advances are still being made. Multiple instruments are needed to overcome some of the economic barriers that the battery value chain in Europe, including its gigafactories, is currently facing.
