Governor Pritzker and the Illinois Housing Development Authority are proud to announce this year's 2024 federal Low-Income Housing Tax Credit (LIHTC) developments. The IHDA Board approved $23.8 million in LIHTC that will finance the creation and preservation of 16 affordable housing developments in 10 counties throughout Illinois. Once completed, the developments will offer 792 affordable units for low- to moderate-income families, seniors, and persons with special needs. Over the past five years, IHDA has financed the creation and/or preservation of 157 developments with 8,639 affordable housing units through LIHTC. This public-private program is the largest generator of affordable housing in that nation and allows for IHDA to continue to produce new housing annually for low-income renters across Illinois. High Court Upholds Affordable Housing Bill, Dismisses Petition Alleging Lack of Public Participation The High Court has cleared the path for the Affordable Housing Bill, 2023, dismissing a petition that claimed inadequate public participation in its passage. Justice Mwanaisha Sharrif ruled that the petition challenging the Affordable Housing Bill lacked merit, affirming that sufficient public participation had been conducted before its passage. The petitioner, Mr. Lawrence Omule Apiyo, had argued that the legislative process was rushed and excluded marginalized groups. The court's verdict emphasized the comprehensive nature of the public consultations, which included public hearings in 20 counties and invitations to stakeholders and technical experts. The Affordable Housing Bill, which aims to establish the Affordable Housing Fund financed by a 1.5% housing levy on gross salaries, addresses a critical need for housing infrastructure in the country. Housing PS Charles Hinga reiterated the government's commitment to providing a legal framework for the Housing Levy following a previous legal setback. Despite Mr. Apiyo's concerns about marginalized groups' participation, the court upheld the validity of the legislative process, emphasizing the government's ambitious plans to construct four million houses by 2027. By removing unnecessary barriers and expediting construction, this initiative seeks to make homeownership more accessible and affordable for all Arizonans. Complementing this, SB1415 proposes the legalization of accessory dwelling units (ADUs), or casitas, in our larger cities. WHITE HOUSE LAUNCHES EFFORTS TO SUPPORT PRODUCTION, AFFORDABILITY OF 'CRITICAL' MANUFACTURED HOUSING The Biden administration is launching new initiatives aimed at tackling the challenge of housing affordability. The plan allocates $225 million to develop and preserve manufactured housing communities, a crucial sector for affordable living, especially for low-income households. The Department of Housing and Urban Development (HUD) is also implementing programs to maintain affordability for existing residents and facilitate homeownership opportunities. The administration seeks to create a fairer rental landscape by clarifying non-rent fees, establishing tenant rights for military personnel, preventing unnecessary evictions, and strengthening protections during tenant screenings. HUD and the Department of the Treasury are extending a successful initiative that provides capital for affordable housing developments. This extension is expected to create an additional 38,000 units over a decade. HUD is modernizing its HOME program, a block grant used to increase housing supply, which has already assisted over 45,000 households. Soon after the King's Speech, we're now seeing the new government's housing and planning policies in more detail. Angela Rayner, the Housing Secretary, donned a hard hat and hi-vis jacket yesterday to tour a new building development. She announced a new draft National Planning Policy Framework, which reintroduces mandatory housing targets for local councils and focuses building on 'grey belt' land, as well as brownfield. She also repeated her "golden rule" of building 50% affordable housing on such developments. This is higher than many new schemes currently achieve. Our evaluations of the Affordable Housing Programme and the Housing Infrastructure Fund will feed in evidence about the success or otherwise of these initiatives and their value for money. Alongside these planning changes, Angela said the government will provide more direct grant funding and more certainty around rent setting in social housing in the autumn spending review, to help providers “plan for the future”. In conversations I've had with housing providers, a clearer and long-term rent settlement is key to future planning, including housebuilding. #planning #housing #evaluation

Los Angeles’ Weird Trick to Build Affordable Housing at No Public Cost Between the extraordinary cost of building new apartment buildings in coastal California and the money that a developer can recoup through legally capped rents, traditional affordable housing projects almost inevitably run a sizable financing gap. That gap is almost always filled by public subsidy. A large project might require half a dozen loans, grants and tax bill write-offs from local, state and federal housing agencies. Most of these sources of public finance come with strings attached, which can saddle projects with yet higher costs and further delays. Los Angeles’ new breed of affordable housing circumvents all of that — at least on paper. None of these units have actually been built yet. More information is being drip-fed ahead of the budget next week with the news that Angela will be handed £1billion to help set up a "council housing revolution". The move is seen as just the start with a far high sum being promised in next years spring spending review. Its hoped by investing in building of council and affordable homes it will help save councils on the cost of temporary accommodation. The sales and right to buy of council homes will also be restricted from 3 years to 10 years due to over 23,000 council or housing association homes being demolished or converted each year while only 11,000 are being built. Is this the right approach? Any news to help solve the current housing crisis is good news in my option but first-time buyers also need help? What would you like to see in the budget to help next week?
