#us #lng Gulfstream LNG Development, LLC, an onshore greenfield LNG export project under development in Plaquemines Parish, Louisiana, south of New Orleans, has received the U.S. Federal Energy Regulatory Commission (FERC) approval to commence the pre-filing permitting process, kicking off the regulatory review for its proposed 4 million tpy modular export facility. The FERC, which has assigned Gulfstream LNG docket number PF24-5, regulates the siting, construction, operation, and maintenance of LNG terminals and related infrastructure. This key achievement follows Gulfstream LNG’s closing of its initial ‘Seed Funding’ round and its move to a nearby downstream site on the same side of the Mississippi River as its previously announced location. The upgraded 418-acre site, with over 3 km (over two miles) of deepwater (15+ m, 50+ ft) Mississippi River frontage, is secured under a long-term 50+ year lease agreement with a private landowner. The site is traversed by a 26 in. natural gas pipeline that will supply, as per an executed agreement with the pipeline operator, the full volume of feed gas required for the operation of the Gulfstream LNG facility at its nameplate capacity. Gulfstream LNG Development LLC, an onshore greenfield LNG export project under development in Plaquemines Parish, La., received US Federal Energy Regulatory Commission (FERC) approval to begin the pre-filing permitting process. The approval kicks off the regulatory review for Gulstream’s proposed 4 million tonnes/year (tpy) modular export plant. The approval is an important step in the permitting process and follows on the receipt of the Department of Energy (DOE) export permit for Free Trade Area nations, and recent submission of the Preliminary Waterway Suitability Assessment to the US Coast Guard. Gulfstream LNG recently closed its initial seed funding round and a move to a nearby downstream site on the same side of the Mississippi River as its previously announced location. The upgraded 418-acre site, with over 3 km of deepwater (15+ m) Mississippi River frontage, is secured under a long-term 50+ year lease agreement with a private landowner. The site is traversed by a 26-in. natural gas pipeline that will supply, per an executed agreement with the pipeline operator, the full volume of feed gas required for the operation of the Gulfstream LNG plant at its nameplate capacity. Over the past year, Gulfstream LNG has selected technical partners. Baker Hughes was selected as liquefaction equipment provider, Honeywell UOP will provide gas treatment technology, GTT will provide the LNG tank technology and containment system, and Kiewit Energy Group Inc. will provide engineering, procurement, and construction support. The plant is expected to include two gas processing trains, three electric-drive liquefaction trains each with an average base LNG production capacity of about 1.4 million tpy, one 200,000 cu m LNG storage tank and tank protection system, two marine loading berths (one capable of receiving smaller barges and vessels, and one for servicing larger ocean-going LNG carriers), and an on-site gas-fired power generation plant. Credit to Sheldeen Joy Talavera - BusinessWorld Online December 28, 2023 First Gen, Prime Infra sign LNG terminal lease https://lnkd.in/gf34FDtr FIRST GEN Corp. and Prime Infrastructure Capital, Inc., through their subsidiaries, signed a 15-year lease agreement over the former’s liquefied natural gas (LNG) storage and regasification terminal in Batangas City. “The lease of the FGEN LNG Terminal will form part of Prime Infra’s proposed gas aggregation strategy that will enable it to deploy a tolling business model, which will in turn allow it to leverage on its existing Malampaya project facilities and its expertise in the natural gas market,” the company said. Prime Energy Resources Development B.V., a subsidiary of Prime Infra, holds a 45% operating stake in the Malampaya consortium. Gas Aggregator is a subsidiary of Prime Infra. The Malampaya gas field, the country’s sole natural gas provider, is expected to be depleted by 2027. In May, President Ferdinand R. Marcos, Jr. signed an agreement with the representatives of the Malampaya consortium renewing Service Contract 38 covering the Malampaya gas field until 2039. Prime Energy said last week that the planned expenditure in 2024 for the drilling of at least two deepwater wells in Camago and Malampaya East fields is about $187 million. This includes the procurement of drilling equipment, subsea equipment and umbilicals, pipelines, and securing a drilling rig. Last week, First Gen said it had awarded a contract to TotalEnergies Gas & Power Asia Pte. Ltd. (TEGPA) for an LNG cargo after a successful tender. TEGPA will supply an LNG cargo of around 154,500 cubic meters for delivery in early February 2024 to First Gen’s subsidiary First Gen Singapore Pte. Ltd. The cargo will be delivered by an LNG carrier, which will be unloaded into the storage tanks of the BW Batangas floating storage regasification unit (FSRU). The FSRU is berthed at the First Gen Clean Energy Complex in Batangas City. The LNG will be used by FGEN’s existing gas-fired power plants in the complex. FGEN LNG has approximately 2,000 megawatts (MW) in operating gas assets composed of four gas-fired power plants, which are the 1,000 MW Sta. Rita power plant, the 500-MW San Lorenzo power plant, the 414-MW San Gabriel power plant, and the 97-MW Avion power plant.

Horses for courses. Electical drive beneficial when low carbon electricity available, but reliable transmission over distance loads up the project capital cost. For more general application high efficiency “cogen” approach may well be optimal.
