Why are the organisations claiming to represent a fair housing system not working together to produce a properly thought out housing approach for Scotland? It isn’t complicated - we used to do it - yes there were delivery problems but these were fixable within the model. Then along comes Thatcher and sells off subsidised state housing and all the other infrastructure as well! Destroying our economic fabric in a single generation. You couldn’t make this up as fiction. And as for Labour and SNP- inept doesn’t begin to cover it. Come on CIH/SFHA/COSLA et al let’s put a coherent housing strategy together rather than joining the latest bleet “I’m declaring a housing emergency”. There’s been a housing crisis for decades for goodness sake.

Let’s be realistic- as a society we are not going to solve the affordable housing supply in the near future in the face of public expenditure cuts - so resources need to be provided to address the cause - primarily relationship breakdown and prevention of the crisis of homelessness- easier said than done - not withstanding we have to accept that many a crisis is unavoidable ( say due to domestic violence or non fault evictions due to landlord selling up) we can at least try to identify and reach out to “households at risk” to offer solutions before it becomes a crisis ( however new duties on public bodies may take some time for services to realign - especially in the face of service cuts) Too many at risk households consider there is a fast track to affordable homes - when there has always existed a rationing of a scare resource system - the allocations system of prioritising housing need - it’s obvious though that when “priority need” was abolished in 2012 - that all that happens is that access to a safe affordable home in an area that meets your requirements just becomes a waiting list!!! … and so when does temporary housing become permanent? Certainly in some local authorities with significant empty homes - temporary should not be an issue - I do accept however that equally many local authorities - namely Edinburgh and Glasgow have a real crisis of supply . Bottom line - one size doesn’t fit every local authority area!

We need more affordable housing. The housing shortage is one of the main contributors to the homelessness crisis. According to experts, ending single-family zoning and creating more multi-family housing options like accessory dwelling units, duplexes, triplexes is key to solving this. Incentivizing affordable housing construction is also important. Tax credits, preferential financing and programs like the Low-Income Housing Tax Credit give builders advantages for constructing affordable units - helping create jobs while adding much-needed inventory. A partnership between a local government and public agencies in Fort McMurray has found permanent housing for people experiencing homelessness through a collaborative approach. The visible encampment became a matter of public concern and safety. Fort McMurray and partnering organizations supported people to safe environments, ensuring they had access to support services through housing options and appropriate programs to meet their needs. Rather than turning to enforcement, Fort McMurray worked with residents in the encampment throughout the entire relocation process. Denver - Experimenting with Housing First Model A new Street-to-Lease program funded by left over ARPA funds would provide 250 homeless households with permanent housing rental and utility assistance for up to one year. Long term funding after that is unknown. The first article states existing case managers (who are assigned 20 residents) have capacity to provide service referrals, and that no additional funding for services is included. The second article states wraparound services may be provided by DOH and CCH, so TBD on whether services subsidy is a component. Housing First initiatives are an increasing trend out west, and on properties where such an approach was not anticipated we're seeing unanticipated operating costs for security, repairs and social services. I encourage those drafting these initiatives in Denver to be cognizant of such effects on the permanent housing stock, and to include funding for the downstream operational impacts of a housing-first model.
