I've been part of a research project recently that is looking through the literature (and comparing with practice) around collaborative forms, particularly consortia and coalition constructs. One thing I found interesting was the framing of facilitation as simply holding the space for shared learning. Same shape as your argument above, less about control and more about learning to amplify the value of collaborative action.
