Why BRICS Becomes Increasingly Appealing to Developing Countries BRICS has received positive attention mainly due to having shown real development success over the past nearly two decades. The unfairness and irrationality of the existing international system and international order have continuously harmed developing countries. These two factors combined have driven more emerging markets and developing countries toward closer alignment with BRICS. Although financial and economic cooperation is just one of the pillars of BRICS cooperation, it is the primary dimension that attracts most countries to the group. Against the backdrop of long-term sluggish global economic recovery, the earliest five BRICS members contribute over 50 percent to global economic growth. Now, with five new members, BRICS not only sees a better average growth rate, but also more potential in terms of resource endowment, market capacity and development scale. Furthermore, BRICS has pioneered the establishment of the New Development Bank, mobilizing resources for infrastructure and sustainable development projects in multiple member countries. This has given other countries ample confidence to apply for membership. At the same time, BRICS insists on the peaceful resolution of international disputes, effectively safeguarding global and regional security. It also promotes cultural exchanges to enhance mutual understanding among people and pushes for the coexistence and mutual learning among different civilizations. Furthermore, it provides BRICS wisdom and BRICS solutions for other countries to handle international relations effectively. 🌍 GOOD NEWS FROM IRELAND ON GLOBAL DEVELOPMENT 🇮🇪 Ireland’s commitment to global development has reached new heights, with a record investment in 2023. And the recent budget reflects a growing understanding of our interconnected world and the need for international solidarity. It also offers a major leadership opportunity. As Ireland prepares to take on the EU Presidency, we have a unique opportunity to shape the bloc’s global outlook 🌱🌏. But the dynamics in Brussels are tough: the EU’s mid-term budget revision has raised concerns about the EU ability to lead on critical global issues like climate change and poverty 🌍. The scale of financing needed is immense, and the current budget risks falling short. With Ireland on the path to reaching the 0.7% ODA target 📈, as others cut aid, Ireland’s credibility on the global stage continues to grow. 🗣️ The recent windfall from Apple’s taxes presents an incredible opportunity to further scale up investments and align the EU’s development priorities with Ireland’s own. I think Ireland should leverage this to form an alliance of like-minded countries to defend EU development aid in the upcoming budget negotiations and invest in IDA The World Bank low income country fund. By advocating for a long-term budget that prioritizes low-income and fragile contexts, we ensure the EU remains a reliable partner for developing nations 🤝. This isn’t just a moral imperative—it’s a strategic investment in our shared future 🌍💡. Delighted to help launch CFR’s RealEcon Project with my latest post. Joining the OECD (Brazil began accession talks in Jan ’22 and has already reached many of the milestones) would mean being the only country to simultaneously represent the BRICS, the G20, and the OECD. Brazil could become the de facto interlocutor between developed and developing countries during a period of rising geopolitical and economic competition while still maintaining its long-held geopolitical nonalignment. This is especially relevant given China’s increased positioning of the enlarged BRICS as an adversarial counter to the G7 country interests, values, principles, rules, norms, and standards.

European enlargement cannot be a failure!  The European enlargement process stands at a critical juncture—one that demands careful scrutiny and strategic foresight. Our latest report “Costs of Non-Enlargement. Foresight Report on EU-Enlargement and Neighbourhood” delves into the nuanced dynamics surrounding this pivotal issue, examining both the challenges, possible consequences and opportunities that lie ahead. You can find the link in the comments.   It threatens to destabilize Europe — stripping away strength, fostering vulnerability and depleting vital resources. This would mark the disappearance of one of the EU’s foremost foreign policy tools for decades to come. Furthermore, it would also leave the EU without its known instrument to manage relations in the neighbourhood. The costs that broken accession promises would have for the future of Europe would be huge.  The report describes four different scenarios for the future enlargement and neighbourhood policy of the European Union and formulates policy recommendations. It focuses on the political and social costs of potentially missed opportunities to manage stability, prosperity and multilateral relations in the neighbourhood.  The report presents the results of a foresight project conducted by Visegrad Insight and ZEIT STIFTUNG BUCERIUS together with a group of more than 40 scholars and fellows of both organisations. Writing in The Nation, Harrison Stetler, notes that in a recent speech at Paris's Sorbonne University, French President Emmanuel Macron highlighted the growing economic challenges facing the European Union. He warned that the EU is at risk of economic decline due to its dependence on external powers for energy and technology. Macron noted that Chinese exports to Russia surged, and the EU remains heavily reliant on US digital technology and Chinese green tech. The EU's economic growth has lagged behind the US, with significant investment disparities exacerbated by the Biden administration’s Inflation Reduction Act (IRA). Additionally, Europe’s struggle to reduce CO2 emissions has been hindered by Chinese dominance in renewable energy markets. The EU has attempted to reduce dependency on Russian gas but faces difficulties in "de-risking" from China. Macron suggested that the EU needs to develop new supply chains and match the US’s industrial investment to revive its economy. However, structural disadvantages in energy costs and dependency on external markets pose significant challenges.
