"How is it possible, that after 5 years at school a child still does not know how to read?!" Ivo Gomes, then Secretary of Education and now Mayor of Sobral, Brazil, shares his astonishment upon taking office and being presented with the magnitude of the crisis. Under his leadership, Sorrel has shot up from 1390 in the municipal rankings to number one in 8 years, with 100% of children literate for the past 3. He was yesterday's keynote at the Reading Panel 2030 conference, and shared with us some of Sobral's story as South Africa wrestles with its own crisis. By way of reminder, the panel was set up two years ago and made four headline recommendations for a system-wide overhaul to improve reading: 1. Implement a universal standardised assessment of reading at primary school level; 2. Move beyond slogans and symbolic campaigns to a costed and budgeted plan to fix the reading crisis in the country; 3. Provide a standard minimum set of reading resources to all Foundation Phase classrooms (grades R-3); and 4. Implement a university audit of pre-service teacher education programmes. Yesterday the report was released, and there was some robust discussion regarding the crisis as well as emerging solutions. The challenge remains immense. 81% of 10 year olds could not read for meaning in the 2021 PIRLS assessment. The number of 10 year olds who could not read AT ALL doubled from 13% in 2016 to 26%. Teachers are retiring, enrolments are increasing, budgets are shrinking. There isn't a clear national strategy, budget or implementation plan in place, yet. And yet there are signs of hope. Organisations like Funda Wande and Zazi izandi are demonstrating that gains are possible at scale and in communities. Proactive Provinces like the Eastern Cape and Northern Cape are working with partners to implement evidence based strategies to support teachers and teach reading - with encouraging results. These partners are proving that with leaders who can lead, teachers who can teach, high quality resources and safe, nurturing learning environments, progress is possible. But there's a lot more to do if we're going to make radical gains. Strategies, budgets and implementation plans need to be supported with robust monitoring mechanisms. Number one on the list here needs to be low stakes, standardised, regular assessments that provide diagnostic data to drive teaching and learning. This was THE number one takeaway from Sobral and is something we're advocating strongly for at Proteus Advisory. Although there's a long way to go, the progress is encouraging. Mr Gomes himself congratulated us on our ambition to have every 10 year old reading for meaning by 2030. Although he did pose the question, why by 10, and not by 6? And I'm inclined to agree. #readingmatters #educationreform #partnerships

It shouldn't come as a surprise to us that children cannot read. Leaders and teachers should be equipped with data from as early as possible to enable them to monitor progress, and make adjustments to teaching and remediation strategies. School based assessments are sadly inconsistent, and do not offer the kind of validity, reliability and accuracy required for robust insight, analysis and action. For our education system to improve, we need to introduce low stakes, regular, standardised assessments that add value to leaders, teachers, learners and parents. In our work with partner schools that have adopted a #datadriven approach, we've seen remarkable gains not only in learner outcomes, but in the quality of lesson planning and teaching. We need better data, and we need it as early as possible - so that leaders can lead, teachers can teach, and learners can learn. #betterdata #dataanalytics #schoolimprovement #readingmatters

The latest data on foundational learning outcomes paints a grim picture, indicating that nine out of every ten African primary school students lack basic literacy and numeracy skills. This stark reality presents 'a clear and present danger' for the future of Africa—a naked fact that wakes me up in the middle of the night. Unless transformative changes occur within the continent's education system, this educational crisis will pose a major threat to prosperity, national security, and sustainable peace across Africa. The urgency of addressing this issue cannot be overstated, as the future stability and development of the continent hang in the balance.

Transformational Learning It’s been x2 week since #UNESCO in Paris and the momentum keeps building. 🇫🇷 When we seek to educate children and young people and drive standards of education and opportunities for engagement, progress and enjoyment perhaps it’s time we look to those first who have been left behind. I’ve been facilitated by our journey Sophia High School was accredited by the Department for Education and the world that has opened up for young people, our school partners and commissioners we work very closely with. Here is the thing, we don’t do anything different for these young people than anyone else who joins It’s all built on relationships. Great people, passionate about changing the lives of young people and their families. Small class sizes, persomalised experiences, engaging use or digital tools and technologies, a curriculum that is next Gen ready and fit for purpose, not past it’s time. Building self confidence, celebrating wins, maintaining expectations, rewarding showing up, giving it a go and stepping for many young kids into the unknown realms of actually enjoying themselves when learning. No doubt you will be hearing more from Dr Martin Bloomfield on the correlation between education (or lack there of) and prison. For the first time high quality online and hybrid learning experiences are changing the way young people can engage with education and feel a sense of confidence in themselves about what they are capable of. These last two weeks have introduced to my team and I some kids who have quickly become our ‘why’. They drive our excitement and show us what is possible Transformative Education. That’s the mandate now. Let’s Go. 🚀 Ps - if you missed it a DfE AP task force report will as shared today. It’s a real eye opener but huge opportunity Will leave some headlines below as a starter. In England, of those pupils whose main school registration was in state place-funded AP (in the latest Academic Year for which data is published): • 83% had been identified with a special educational need (SEN). Compared to 15% who had been identified with SEN in all state-funded secondary schools1 • 26% had an Education, Health and Care (EHC) plan Compared to 2% in all state-funded secondary schools • 58% were known to be eligible for Free School Meals Compared to 23% in all state-funded secondary schools • 69% had been a Child in Need in the past 6 years. 8% had been looked after (2018/19 only) Compared with 11% and 1% respectively in all state-funded secondary schools • 59% entered sustained post-16 education, training or employment in 2021/22 Compared to 94% of pupils from mainstream schools • 29% of children who were cautioned or sentenced for an offence had ever attended AP, and 40% of children who were cautioned or sentenced for a serious violence offence had ever attended AP.6
