The Irregular Warfare Center (IWC) is excited to share its latest Insights article, “The Irregular Warfare Center and The European Centre of Excellence for Countering Hybrid Threats Cooperation: A Vital Partnership for the Future,” by authors Shiho Rybski, IWC representative, Morgan 6 LLC contractor and HCOE Director of Training and Exercise and GREGORY BENDEWALD, PMP, IWC Program Manager and Morgan 6 contractor. The Irregular Warfare Center (IWC) and the European Center of Excellence for Countering Hybrid Threats (HCOE) entered into a unique partnership in FY 24 making both institutions stronger and more globally connected. The HCOE was born out of a desire to strengthen NATO-EU cooperation on hybrid threats with the 2016 Joint NATO/EU declaration committing both institutions to counter hybrid threats in a cooperative manner. In this declaration, NATO and the EU voiced the realization that hybrid threats exploited the divisions between civil and military responses. Success in countering these threats requires combining individual strengths and areas of expertise. Finland answered the call in 2017 by creating the HCOE and, to date, 36 NATO Allies and EU Member States have become members of the Center. Similarly, the IWC was stood up by US Congress in FY23 to serve as a functional center with a distinct mission, expanding IW knowledge and capabilities globally. In a world where cutting-edge technology reshapes warfare, how do we ensure that our invisible strengths are both seen and respected? As warfare increasingly relies on networking and algorithms, the challenge for NATO and its allies isn't just harnessing these technologies but also effectively signaling their capabilities. Military deterrence today requires that adversaries recognize and respect these advanced capabilities, which depends significantly on our ability to communicate them. However, signaling the strength of algorithms is complex. Unlike tanks or aircraft, which are tangible and visible, algorithms operate unseen, making their capabilities difficult to demonstrate convincingly. This invisibility raises questions about the authenticity of such signals—are they genuine indicators of capability or merely unsubstantiated claims? This balance between secrecy and transparency is crucial. If adversaries are unaware of the real capabilities due to their hidden nature, these systems lose their deterrent value. Yet, disclosing too much could compromise security. The evolving landscape of digital warfare necessitates new strategies that balance transparency and secrecy to maintain strategic advantages and effectively deter threats, a vital concern for NATO's operational strategy. #NATO #Deterrence #ArtificialIntelligence

As the US Army program of record for IAMD, #IBCS is ready now to leverage its transformative capabilities to connect any sensor and any effector to provide: 1️⃣ interoperability with multiple mission needs, 2️⃣ the ability to integrate with allied partners and 3️⃣ the option to scale and expand to include new assets in the future.
New RUSI report, ‘Requirements for the Command and Control of the UK’s Ground-Based Air Defence’ by Dr Jack Watling and Dr Sidharth Kaushal is out now! For decades, air defence has been a low priority for European NATO. The UK has also seen its ground-based air defence (GBAD) reduced in priority. However, several factors, including the modernisation and proliferation of Russian and Chinese air defences and Iranian and Russian collaboration in developing a wide range of threat systems, have prompted a renewed focus on the importance of air defence. As the Ministry of Defence sets about to develop an integrated air and missile defence strategy and the army is starting work on its land GBAD programme, our new paper outlines the trajectory of the future air threat environment and the components critical to meeting that threat. Ensuring the resiliency of positioning, navigation, and timing (PNT) systems has never been more critical. The number and frequency of threats – to both civil and defense operations – is at an all-time high, and ignoring this threat is no longer an option. To help safeguard critical infrastructure, transportation systems, and military operations reliant on accurate PNT data, the Norwegian Communications Authority (NKOM) established an annual event called Jammertest in Bleik, Norway. Defence interoperability is crucial for joint operations, coalition warfare, and international peacekeeping missions. Interoperability enhances military effectiveness, reduces operational risks, and promotes information among allied forces. From technological aspects, interoperability involves ensuring that respective hardware and software systems can communicate and work together. This includes compatibility in communications systems, weapons platforms, command and control systems, and data sharing protocols. Standardisation of equipment and procedures is also often necessary to achieve this. Beyond technology, interoperability requires alignment in tactics and procedures. Joint training exercises and exchange programs are essential for developing common understanding and practices among allied forces. This includes shared language protocols, operational concepts, and decision-making processes. There are several challenges that require overcoming to achieve effective interoperability, including differences in national policies, varying levels of technological advancement, language barriers, and addressing concerns about information security. Balancing national sovereignty with the need for shared capabilities is both complex, and essential for modern coalition operations. Multinational defence cooperation remains vital to create common standards and practices for more effective joint operations, and upholding high standards of information interoperability.

During a two-day session at the DIEHL facilities, the HYDEF Programme has met the first technical milestone (MCM) and the second management milestone (PRM1). The European Hypersonic Defence Interceptor” (EU HYDEF) is a project co-funded by the European Union, under the European Defence Fund, and Belgium, Germany, Norway, Poland and Spain. OCCAR has been entrusted the management of the EU HYDEF project by the European Commission (EC) and the Participating States. The Mission Concept Milestone (MCM) is part of the Pre-Feasibility Phase and the technical objective is to agree on the mission statement and the Concept of Operations (CONOPS). During the MCM, the consortium has consolidated the requirements collection, initial concept ideas, and system options while providing a rough performance estimation to the users. The first version of the CONOPS has been approved. The activities associated to pre-feasibility are the type of study.
