Regulatory impact analysis (RIA) guidelines in over 30 countries require some kind of distributional analysis even for individual regulations. Distributional analysis to account for inequality across an array of categories is now required in the United States under the new revisions to the RIA guidelines. Yet no good methodology exists that can be applied at the level of individual regulations. Distributional analysis in ex ante RIA in essence tries to look at the macro effects of micro interventions. Basically, since no practical methodology exists to assess final distribution of costs and benefits of micro interventions, regulators in every country are faking the analysis today. Some interesting examples provide some channels for further work. Canada carries out a kind of a suitability analysis looking at the effect of the preferred option on vulnerable groups such as the elderly and the disabled and that has proven to be useful such as in the case of regulating plastic straws. I very much hope that the work of the Society for Benefit-Cost analysis can contribute to the emergence of a practical and policy relevant methodology that can be included in ex ante regulatory analysis.
SBCA will host a panel session at the Allied Social Sciences Association Annual Meeting in San Antonio, TX. "The Missing Piece: How Are Regulatory Costs Distributed?", organized and moderated by Lisa Robinson (Harvard T. H. Chan School of Public Health), will be held on Friday, January 5, 2024, at 10:15 a.m. CT in Conference Room 1 & 2 of the Marriott Rivercenter and will feature leading experts across policy areas to discuss possible methodological improvements, focusing on U.S. regulations. Public health leadership includes a strong commitment to the community and the values for which it stands. A community perspective requires a systems thinking and complexity orientation. Community refers not only to the local community in which a person works but also to the larger global community that can affect the health of the public over time. — Rowitz, Louis (2017). Great sentence from a chapter I am reading. "Government is responsible for striving to achieve a balance between the two great concerns in the American public philosophy: individual liberty and free enterprise on the one hand, just and equitable action for the good of the community on the other." The book is the 'The Future of Public Health' by the Institute of Medicine
