In the late 19th and early 20th centuries, temperance movements began gaining prominence in India. National leader Bal Gangadhar Tilak called for the boycott of British goods, including government liquor shops, marking the beginning of the Prohibition movement in India. The expanding liquor market in cities and the countryside, fueled by mass production, led to an increase in alcohol consumption among locals. Some historians believe this surge in consumption contributed to a rise in drunkenness and crime. National leaders projected that drinking was alien to Indian culture and an import from the British. Mahatma Gandhi was a staunch opponent of alcohol consumption and believed that eradicating alcohol would revitalize Indian society. He famously stated, "If I was appointed dictator for one hour for all India, the first thing I would do would be to close without compensation all the liquor shops, destroy all the toddy palms." During the 1920s and 1930s, alcoholism was seen as breeding social evils and was a major obstacle in the fight for independence. Recognizing this sentiment, filmmaker Sohrab Modi produced the film Meetha Zahar (1938), which advocated for the complete prohibition of alcohol and highlighted the evils of alcoholism.
