In an interview with the FT, Petrobras has announced it plans to invest US$100 billion on offshore oil & gas exploration and production as part of its 5 year strategic plan. Full details are yet to be firmed up, however CEO Jean Paul Prates has advised the state backed group is looking at international expansion. Opportunities are being assessed in West Africa and Guyana but also Europe; notably the UK, Norway and Netherlands. Could we be on the cusp of seeing a new NOC entering the North Sea? Norway is still seen as a premium and desirable market, however there are no shortage of opportunities in the UK, despite the fiscal and political uncertainty. Petrobras have made it clear that upstream E&P is their main goal in terms of international expansion. M&A in 2024 is unlikely to match the levels seen in 2023, but Petrobras are making a clear statement of intent. Petrobras announced the signing of the contracts for the acquisition of the P-84 and P-85 platforms. These units will be installed in the Atapu and Sépia fields, in the pre-salt of the Santos Basin. The two FPSO’s are expected to reduce greenhouse gas emissions by 30% per barrel of oil equivalent produced, placing them among the most efficient FPSOs to start operating in Brazil.
