Big news for small businesses! The SBA has issued a proposed rule to expand the “rule of two” to multiple-award contracts. The SBA explains that its proposal would “apply the Rule of Two to multiple-award contract task and delivery orders, with some exceptions.” The SBA continues: “under the Rule of Two, unless an exception applies, an agency must set aside the award for small businesses where there is a reasonable expectation of receiving offers from two or more small-business contract holders under the multiple-award contract that are competitive in terms of price, quality, and delivery.” #SBA #govcon #governmentcontracting #federalcontracting #smallbusiness

The House Committee on Small Business has passed seven bills out of committee. Two of them seem especially interesting to small businesses. One is the H.R. 8014 – “The Transparency and Predictability in Small Business Opportunities Act” – which requires, basically, clearer notices on SAM for small businesses, including "key words in the description of the covered notice such that a small business concern seeking contract opportunities . . . can easily identify and understand such covered notice." And the other is H.R. 7987 – “The Plain Language in Contracting Act” – requiring reporting on new small business prime contractors as part of the government SBA scorecard. https://lnkd.in/gS8tkyBa

The House Committee on Small Business has unanimously advanced H.R. 7988, the "Small Business Procurement and Utilization Reform Act." The bill would require the SBA's annual small buisness scorecard to consider: "The number of new small business entrants, including new small business entrants that are small business concerns owned and controlled by service-disabled veterans, qualified HUBZone small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals, and small business concerns owned and controlled by women awarded prime contracts in each North American Industry Classification System code during the fiscal year, and a comparison to the number awarded prime contracts during the prior fiscal year, if available[.]" https://lnkd.in/gYQi_BZz
