Thanks to Lucy Cowell MIFSM, CFRAR for this share. the guidance talks about mitigation of risk as follows: "Mitigation of risk from e-scooter and e-cycle battery fires can take place in several stages: educating users about the risks and to encourage responsible purchase and use provision of physical facilities at the premises to ensure these devices can be used and charged safely management of premises to address remaining risks" With regards to responsible use, it does not mention or refer to other government law that only rental e scooters in participating cities are only to be used on public roads and footpaths. Following a major fire on U.S. Interstate 15 involving lithium-ion batteries, officials are proposing stricter regulations for battery transport to enhance safety, including a proposed "Thermal Runaway Reduction Act" in Nevada. “The disaster on Interstate 15 was a wake-up call that we need to do more to protect the public from dangerous fires related to the transport of lithium-ion batteries." This is an example of Thermal Runaway, which is where a lithium-ion battery begins heating up uncontrollably. The City fire department doused it for hours before calling Hazmat, Inc. on an emergency response to get control of the situation. One could make the case that the recent wreck and burning of a #BESS unit being transported across the California desert wouldn't differ much from a DOT MC406 gasoline tanker overturning and catching on #fire. I would disagree. Had the gasoline tanker burned, the resulting fire would have lasted, at most, several hours. Not forty. One could surmise the environmental impacts may be similar, in that a post-fire remediation would be necessary in both instances. The #BESS incident simply took much longer to mitigate due to the extended fire activity. But the biggest difference between the gasoline tanker and BESS incidents would be the impact on traffic and the need to support incident operations in the desert for an extended period of time. As the different types and amounts of #energystorage systems increase, we will need to adapt to the impacts on our infrastructure when things go wrong. Buildings and parking garages becoming inhabitable, roads and highways impassable, and unforeseen secondary environmental impacts will naturally result from #energy storage and distribution systems that are damaged or fail. These negative outcomes have been occurring with carbon-based fuels (and chemicals in general) for years. We now need to add the energy storage and infrastructure "bad day" pages to our playbooks to anticipate future #incidentmanagement needs for #publicsafety and #emergencyservices. https://lnkd.in/esee52iS
