Did you know that the Department of Defense offers grants to state and local governments for addressing deficiencies in community infrastructure that support military installations? Yup. They'll provide money for projects related to transportation, community support facilities (schools, hospitals, police, fire, and emergency response, etc.), and utility infrastructure (e.g., water, wastewater, telecommunications, electric, gas, etc.) that are located off of a military installation or on property under the jurisdiction of a Secretary of a military department. Federal Budget IQ's Chauncey Goss breaks down the DOD portion of the emergency national security supplemental bill enacted April 24 for us. Critically, though the bulk of the $67.3 billion for the Pentagon is for O&M ($41 billion) Congress made much of that funding is available for transfer to acquisition programs. Of course the military services needed the funding to cover the costs of operations in Europe, Asia and the Middle East, to backfill munitions transferred to partners, and to bolster deterrence, but buried in the bill was $640 million for research, development, test and evaluation as well. The supplemental is crtical to getting DOD funding for the rest of the year on track. Look for an acceleration of contract obligations and a bigger than normal surge in Q4 because of the lateness of the regular appropriations bills and the size of this supplemental. Earlier this week senior military command raised the alarm about the strain placed on the Armed Forces from continuous response to domestic emergencies. During 2023, the military conducted 141 straight days of operations supporting civilian authorities, primarily engaged in wildfire response during the worst year on record - by far. Based on the current drought monitor, next year's fire season could be, once again, disastrous. And while the severity of climate impacts are accelerating, the pace with which our systems respond isn't keeping up. As the climate crisis increasingly provides itself to be non-linear, we need a non-linear policy response. Responding to climate change - mitigating its causes and responding to its impacts - needs to be a component of all government decision-making.

*Recommendations to the NL MoD for improved CHM* PAX and partners Airwars, Center for Civilians in Conflict, Intimacies of Remote Warfare and Rechtsgeleerdheid Universiteit Utrecht are providing new recommendations to the Netherlands' Ministerie van Defensie regarding its civilian harm mitigation policies and practices. Despite various improvements to the MoD's policies since the start of our engagement in 2020, PAX remains concerned about the lack of a standing policy to meaningfully – from the perspective of civilians – address civilian harm caused by Dutch military use of force. Of further concern is the Netherlands’ limited transparency regarding potential civilian harm risks related to Dutch military contributions currently not covered by Article 100 of the Dutch Constitution. These and other recommendations are therefore included in our advice to the Ministry here: https://lnkd.in/e9_i7mdf. Always more money. For F-35s of questionable value, that have never been combat-proven, like the F-15, which when they advocated building more of in the late 1990s, was completely disregarded, and now, wait for it- 25 years down the line- we quietly revive the F-15EX? Or the billions spent on Littoral Combat Ships, now destined for the scrapyard? Let’s go back to the United States Air Force- how about the decades of calls for retirement of the A-10/ WARTHOG, which were contested, and when a fly-off against the F-35 showed the A-10 to be vastly superior, Congress/ USAF classified the results of the fly-off? We don’t need to give DoD more money. DoD needs to go into rehab for its addiction to expensive, endless procurement programs. We need to get back to basics.

In view of recent happenings, our thoughts and prayers are with all those who are affected by the landslide in Wayanad. My deepest condolences to the families of people who have lost their lives. At this difficult times that our armed forces have come up with something which is like a ray of sunshine, constructing a Bailey bridge in Mundakkai. They construct bridges which can be put up very quickly, and sustain loads up to 24 tons. Therefore, they are crucial in disaster-stricken areas, facilitating the movement of heavy machinery for rescue operations. The Bailey bridges have a varied history, developed first during World War II by British engineer Donald Bailey. Since then, these modular steel bridges have been an important asset for military and civilian uses, more so in areas where traditional bridges cannot be built given the harsh terrain conditions. This makes the Bailey bridges very valuable, especially at this moment, when an emergency has arisen here in Wayanad. Just take a moment to appreciate the incessant efforts of the armed forces and our engineers who day and night are working relentlessly at their task of reconnecting and supporting rescue missions.
