REquipment Needs Your Advocacy! Help prevent a devastating $500K cut to the REquipment program next fiscal year. The Conference Committee of the Massachusetts Legislature is currently deciding the fate of Amendment 464, which maintains our funding. Please call or email your state representatives and senators and ask them to advocate for Amendment 464. Every contact is important, but if your rep is one of the six conference committee members listed below, this is an especially urgent ask! Here is a suggestion for what to say or email: "I'm [calling or writing] Senator [NAME or Representative NAME] to urge them to please include Amendment 464 in the state budget bill for FY25. This amendment prevents a devastating cut to the statewide reuse program for durable medical equipment. DME reuse is critically important to the well-being of people with disabilities, seniors, children, and families across Massachusetts, and it supports the planet. Interested in advocating for housing but not sure where to start? Check out this workshop!
Far too often, those who show up to speak at public meetings when a multi-family housing project or MBTA Communities proposal is on the agenda are older, longtime residents who, frankly, already have a place to live. Often missing from that conversation are the voices of younger adults who, due to the difficulty of finding housing in Greater Boston, have or are considering leaving the state. And often, those younger workers tell us, they’d like to be part of the conversation about expanding housing availability. But don’t know where to start, who to talk to, or when to show up. That’s why our chamber, in partnership with CHAPA is launching an effort to engage young professionals in local housing conversations, starting with our virtual Housing Advocacy Workshop Sept. 12 at 1 p.m. Attendees don’t have to live or work in our chamber's communities to attend. In fact, that’s the whole idea: Municipal leaders need to hear from people who wish they could live and work in our cities and towns. The 2024-2025 Healy-Driscoll budget includes important improvements for the human services workforce: * A historic increase in human services workforce rates with Governor Healey’s $485 million investment in Chapter 257, which will ensure the median benchmark for direct care salaries will be no less than $20 per hour. * Increases in DDS line items for programs and services. Many key areas of the DDS budget received significant funding increases to match the growing needs of our community. Day and Employment received an increase of 26%, Turning 22 17%, Autism Omnibus 18%, Family Support 22%, and Transportation 19%. * Personal Care Attendant (PCA) cuts were halted. Along with partner organizations, The Arc advocated successfully to reverse proposed eligibility and other cuts to the PCA program. The legislature acted and turned around these PCA cuts with language that requires eligibility to remain the same as this past year (FY24). There is also language to convene a working group of key community and government stakeholders, including The Arc of Massachusetts, to review the scope of services and eligibility thresholds of the personal care attendant program. This language will also affect the implementation of the Independent Assessment Entity (IAE) since the PCA program is to be included in the IAE, as reflected here: “the current state of any structural change initiatives related to pre-admission counselling, screenings, assessments and coordination of care and any other component of the personal care attendant program…” * Language to allow transferability within DDS line items. * Language to require a report comparing wages between community-based human services workers and state workers in the same job roles. * We have earmark funding for important programs and provider training, including Operation House Call and AFAM’s ABA Training pilot. The funding for Operation House Call will help maintain and grow our unique, inclusive healthcare training program. The ABA Training pilot will provide ABA training for staff working in Day programs with participants who have complex, challenging behaviors.
