HISD: School Letter Grades Are Out and They Show Tremendous Progress HISD made the decision to release its individual school ratings after a court blocked the Texas Education Agency from releasing the 2024 Texas Accountability Ratings. The ratings show dramatic progress that tells us we are firmly on the right track: The number of “A” and “B” rated schools increased by 82%, from 93 in 2023 to 170 in 2024. Meanwhile, the number of “D” and “F” rated schools fell by nearly two-thirds, from 121 schools in 2023 to 41 in 2024. Over the past year, the district embraced significant systemic changes through the New Education System (NES), which was introduced in 85 schools. These changes are yielding remarkable results: In 2023, only 11 NES schools received “A” or “B” ratings. In the latest ratings, 53 NES campuses now earn an “A” or “B” rating, a remarkable 480% increase. HISD’s investment in educators led to dramatic growth across all district schools: Over the past year, 55 HISD schools have gone from a “D” or “F” rating to an “A” or “B” rating. These schools serve over 27,000 of Houston’s students, more than enough to fill the Toyota Center. HISD made real progress at schools that have historically struggled with student achievement: Wheatley High School, whose long history of low accountability scores led to the state intervention, achieved a “B” rating, up from its previous “D” rating. Wainwright Elementary School made even more dramatic progress as one of three HISD schools that went from “F” to “A.” Pastor D.Z. Cofield says it well: “These improvements are not just numbers -- they represent the countless lives being positively impacted by this transformative approach to education.”

West Virginia lawmakers have considered sweeping, punitive school discipline measures over the last two years in response to an increase in disruptive student behaviors. This issue is not unique to West Virginia—87 percent of public schools nationwide report that the pandemic has negatively impacted student socioemotional development. While teachers and schools certainly need more support to address student behavioral issues, policymakers must recognize the harms in failing to address the root causes of these behavioral issues as well as the disproportionate rate at which punishment policies fall on students of color. In recent years partially due to the pandemic, school districts in Pennsylvania have found difficulty filling new positions. According to a study conducted by Penn State’s Center For Education Evaluation and Policy Analysis titled “Exacerbating the Shortage of Teachers: Rising Teacher Attrition in Pennsylvania from 2014 to 2023,” between the 2022 and 2023, Centre County had a teacher attrition rate of 9.3. The rate at which teachers leave a school district varies in surrounding counties, like Clinton County with an attrition rate of 10.1 and Clearfield County, which has a rate of 6.8, according to the analysis. Penn State University Park sends their student teachers to “a variety of schools and school districts within a 70 mile radius of University Park,” according to Penn State’s College of Education website. Despite the varying levels of teacher attrition in Centre County and its surrounding counties, student teachers are placed in districts depending on the supervisor they are randomly assigned to, according to Bryce Ervin.
