A couple of weeks ago, Mario Draghi minced no words when he called for a profound refocusing of Europe’s collective efforts in advanced #technologies. Before the new #EU cycle starts in earnest, the time has come to select actionable projects of impact. In the field of #AI, a number of approaches has been proposed in recent years, as thoroughly reviewed by Andrea Renda: https://lnkd.in/efiRbXXF. However, the one idea which can make a real difference is #CERN for AI, a hub-like structure to pool resources across the continent, similarly to how CERN model works for physics research. The approach has been endorsed by Ursula von der Leyen in her Political Guidelines for 2024-2029. As my colleague Max Reddel explains, “CERN for AI should be understood not just as an ambitious tech project, but a crucial step to secure Europe’s economic future, safeguard its security and geopolitical standing, and steer the trajectory of AI development towards more trustworthy and ethically aligned systems.” The International Center for Future Generations - ICFG has published an excellent review of #CERN4AI authored by Max Reddel, Daan Juijn, Alexander Petropoulos and Bálint Pataki: https://lnkd.in/evEfsyAy. This week, we had an occasion to discuss the concept with an impressive group of experts at a Round Table hosted by The International Center for Future Generations - ICFG. What emerged is first of all the need to clarify the approach to agenda-setting. Although areas of application of AI vary widely, being citizen-focused would be particularly important, given the significant price-tag #CERN4AI would entail. One example where AI can make a real difference is #personalisedmedicine, making life-cycle approach scale widely, with individualised recommendations, from prevention to diagnosis, treatment and rehabilitation. Bringing #CERN4AI about will require a lot of institutional #innovation. Just as the original CERN is run by 24 Member States, the leadership, engagement and the financial resources of a number of EU capitals will be crucial. However, #CERN4AI can be an umbrella term for numerous initiatives, partly funded from the EU budget, via public-private partnerships, or funds with private manager structure, modelled after NATO Innovation Fund (NIF). The moment of truth on funding is coming as soon as new EU cycle starts.

"In roughly a century, humans unlocked how to reach the skies in powered flight, and then extended that reach to the stars, landing humans on the moon and flinging unmanned systems to beyond the edge of our solar system. We are boldly exploring not just the celestial space our ancestors could only look upwards at, but we have established a virtual domain that is equally as infinite yet entirely of our own human design. Cyberspace is unique in that it must exist through a scaffolding that starts in the physical world where time and space are explicit and tangible. However, the human experience of cyberspace extends our consciousness beyond the limits of our bodies and the physical planes we exist within normally. There is no ‘space’ in cyberspace, at least not in how humans previously conceptualised the geographical certainty of the time-space continuum that is the real world. Cyberspace in terms of warfare is additionally unique in that in the physical domains (air, land, sea and space) adversaries must operate within the physically defined limits imposed by reality. Cyberspace occupies a strange hybrid status where physical laws establish certain parameters, yet the virtual world rejects other laws found in these tangible domains and permits greater cognitive and social interface with users in ways that require entirely dissimilar methods and theories, to include that of war.[2] Cyberspace if anything acts as an extension of the abstract plane of human conceptualisation that previously could only function in our imaginations, where we might dream of fantastic, impossible things that break the laws of physics, or otherwise could never occur chemically, biologically or in any possible material form. Cyberspace provides a new plane of human experience that exists atop the physical reality that humans themselves exist within. Cyberspace is also distinct in that it extends into realms where humans intentionally can explore ideas and conduct activities that are impossible in the real world yet produce direct effects that extend back into that same reality. We can innovate in extraordinary ways within virtual realities of our own design, including how war itself is understood across a multi-domain conflict where human belief systems and meaning manifest in physical and virtual contexts..." "The World Ahead in 2024" 👉 The Economist has identified 5 important stories to track in 2024. 1️⃣ Elections in Taiwan and the U.S.: More than half of the world will vote in 2024, but two elections stand out as the most important. Taiwan is a geopolitical flashpoint and the stakes are very high in January's elections as it could determine if an invasion by China will be delayed or hastened. The political dysfunction in the U.S. will also be a huge uncertainty for how the U.S. will approach China/Taiwan relations and the Ukraine and Middle East wars. 2️⃣ eVTOL: "Electric Vehicle Take-Off & Landing": Supersized drones that run on batteries making them a sustainable way to fly and transport passengers. Watch out for them in the Paris Olympics in July! 3️⃣ AI Rules: The focus on #artificialintelligence will not be on what it can do but on how humans might control it. Much of the focus on regulation has been around the frontier models but this may be misplaced. The potential of AI to have real life impact in education and healthcare is huge but the immediate risks involve bias and discrimination. 4️⃣ Industry Cleans up: One of the world's overlooked #greenhousegas emitters will be on the spotlight. So far, the focus has been on cleaning up the most visible polluters like energy and transport. The focus is now turning to industry and the production of materials central to our everyday life. Industry and electricity generation are each responsible for 29% of global greenhouse gas emissions. Coolbrook, a Finnish startup, is developing technology for tomorrow's green industry. Their rotodynamic heater can generate high temperatures using electricity. 5️⃣ BRICS: The BRICS acronym stands for "Brazil-Russia-India-China-South Africa". The goal of the bloc is to challenge the U.S.-centric world order. The talk of #dedollarization has been going on for many years.
