Two pleas from me: 1. to local authorities and other public landowners, please recognise that putting sites out to community groups for formal tender isn't required and doesn't make sense if the groups are a vehicle for the local community. Just let the community groups present to Cabinet and tell your officers to work with them; and 2. to lawyers who have devised mechanisms for ongoing price restrictions and community reallocation rights, please get in touch with me and compare notes. Do we need a Lawyers Supporting Community Led Development group? I'm so glad that National CLT Network's efforts secured community scheme exemptions from the Leasehold Reform (Ground Rents) Act 2022 and the Leasehold and Freehold Reform Act 2024 ban on leases of freehold homes, but how much money do we need to budget for getting the court certificate? Are The Labour Party really intending to remove those exemptions? Commonhold doesn't have the flexibility to meet our permanent discounted price and reallocation demands.
