These numbers are alarming, and they are not new. (These figures represent Lucas County, not just Toledo.) While not the worst in Ohio, they are well into the lower half – and Ohio's overall numbers aren't good. To tackle this issue effectively, it will require a unified effort from our entire community – a cross-sector approach. This is gaining attention, but we need to elevate our efforts. Bright Start Community partnerships are working toward the goal of increasing the percentage of third grade children who are proficient in reading and math. To accomplish this, they are: Using data to better understand barriers to early learning Identifying and leveraging existing local and state assets and resources Establishing and scaling evidence-based and promising strategies Tracking outcomes and using data for continuous improvement Sharing learnings among peer communities and with local and state policymakers Informing TQEE’s state policy agenda and expanding our advocacy network While each Bright Start TN partnership plan is unique, each incorporates goals and strategies in three major areas: High-quality birth-through-age-eight learning environments Health and development beginning at birth Supportive and supported families and communities

Academic research has also consistently identified what we've always known. For many students with complex health conditions, school is one of the few places where they can be seen as normal children or students rather than patients. It's a valuable place for them to hang out, socialise, and feel like they're part of something! School spaces and school policies must be crafted to ensure that students with complex health conditions feel like they can belong and participate as regular kids. These policies must be integrated with technology to ensure no one is left out.
