150 YEARS OF THE UPU Created in the late 19th century, when postal communications were governed by a complex system of bilateral agreements, the #UPU adopted a multilateral approach, introducing discipline and simplifying international postal #communications. In the 20th century, the UPU became part of the United Nations System, collaborating on diverse activities with other specialised agencies, always with the aim of promoting social and economic development around the globe. Throughout its history, the UPU has also consistently demonstrated an ability to evolve and adapt to the various challenges of the international postal market, for example in the creation of the World Postal Strategy, which guides the activities of each cycle and introduced systematisation and efficiency to the UPU; the process of opening into a broader postal sector, which has taken place over the last 30 years; and the creation and updating of the global remuneration system. A more recent achievement is the reform of the contributions system, which, along with the development of its own innovative products and services made available to its members, reflects the UPU’s commitment to technological progress and innovation. https://lnkd.in/dX6jdyHf

What are #OpenGov National Action Plans (NAPs)? Under the OGP member countries are strongly encouraged to collaborate closely with citizens, representative groups and stakeholders to identify pressing issues and commit to taking action to address them. NAPs outline priorities and actions that the government will adopt to support these commitments. Jamaica's action plan focuses on key areas such as: ➡️Justice & Human Rights ➡️Open Data ➡️Access to Information ➡️Environment and Climate ➡️Youth At the end of the stakeholder consultation process a draft NAP is produced for public feedback, that's where we are now. You can review the commitments and share your thoughts via email to the Ministry of Finance and the Public Service Jamaica at ogp@mof.gov.jm up until Feb. 19, 2024. Collaboration is a key component of #OpenGov as it promotes transparency, accountability and inclusion in the government's decision making process. This week a two-day event focused on Public-Private Partnerships (PPPs) was organized in Budva. This event, supported by the Slovak Ministry of Finance, marked a significant step in fostering dialogue about the crucial role of PPPs in advancing infrastructure development. The discussions underscored the importance of collaborative efforts between public and private sectors. Recognizing PPPs as an optimal model, the event highlighted their potential not only in large-scale infrastructure projects but also in smaller, yet functionally and economically significant initiatives. Last month, I had the privilege of collaborating with the Center for Engagement and Advocacy in the Americas CEDA to prepare an explainer on the Cuban government's latest measures for the private sector. It was a pleasure working with CEDA on a subject I’m passionate about, aiming to reach a broader audience and offer valuable insights into Cuba. I look forward to this being the first of many future collaborations. As mentioned in the publication, “it is unclear how the range of strategies outlined in the new framework approved in August 2024 will impact the private sector. Additional restrictions on private sector activity and complicated residency requirements will slow the sector’s growth and frustrate business owners. An emphasis on labor rights and corporate social responsibility has the potential to benefit private sector workers. It remains to be seen how the decentralization in the approval process for MSMEs will play out in reality. What is clear is the trend of rolling back reforms and countering periods of openness—whether for self-employment or MSMEs—continues to undermine confidence in the government’s commitment to supporting the private sector and promoting effective economic strategies. Operating a business in Cuba is an already punishing endeavor. Complicated, ambiguous, and constantly-changing laws erode trust and long-term investment in the sector.” Find the publication here👇
