I had been waiting for this document. Now I would ask that and Strategy professionals immerse themselves into not only this document but the State Department Strategic Framework for Space Diplomacy. Together between both departments and the Commercial sector we can advance a common vision for space with our allies and partners. Those that aspire to be space faring nations can look to the U.S. once again as a beacon for knowledge in this newest domain. Countries dont want Power competition or being a Pawn in other's great game. Whiting talked about a “vulnerability window” for America’s space assets, many of which were built for a benign environment. But that’s not the case anymore: China and Russia have counterspace capabilities designed to target US assets—especially secure communications, PNT, and missile warning. Until the military has finished hardening those targets to protect them from attacks, there is a window in which an adversary could successfully target them. Whiting also predicted Russia’s significant ground losses in Ukraine could force the nation to target assets in orbit to gain an advantage on Earth. “Their losses in the Ukraine conflict will take years to rebuild in terms of terrestrial offensive capabilities, which will likely encourage Russia to become more reliant on nuclear, cyber, and space capabilities,” he wrote in prepared testimony.

Collective Defense in Space In the future, NATO member states will increase their interoperability to confront space-based threats. New technical standards and exercises will extend the alliance’s collective security framework into new domains. Commentary by Benjamin Jensen and Erica Lonergan — July 8, 2024 In modern great power competition, standards to enhance interoperability will have to extend beyond nation-states to the private sector. NATO is increasingly advocating integrating private sector partners to support space domain awareness and tracking orbital objects. Back to GMTIs, satellites need to pass information in orbit and with ground-based terminals to provide an up-to-date picture of the battlefield. SpaceX’s ability to pass data between satellites in space using lasers makes intelligence networks more resilient and responsive by reducing the latency and making them more resistant to electronic warfare. This capability makes it possible to support longer kill chains.  Russian threats to NATO member states extend into space. As a result, the future of the alliance depends on securing the heavens through a mix of interoperability standards and new contingency plans.

Chairman of the House Intelligence Committee, warns that the US is “sleepwalking into an international crisis” by ignoring Russia’s intent to put nuclear weapons in space and use an electro-magnetic pulse to disable the constellation of satellites that underpins our intelligence, navigation and warfighting capabilities. But there is an even more vulnerable Achilles’ heel that threatens global commerce, worldwide military readiness and logistics, and the internet itself: the highly vulnerable complex of undersea cables that provide the backbone of the world’s connectivity. In a report released early this week by the highly regarded and nonpartisan Policy Exchange of the United Kingdom, the vulnerabilities become chillingly clear. The new report endorsed and recommended to US policymakers, is a sequel to a 2017 analysis co-authored by the current British prime minister, Rishi Sunak. The new report lays out the facts quite clearly: Globally, more than 10 trillion dollars of financial transactions, commercial payments, and trade transactions occur daily. Well over 95% of the world’s communications are carried by a network of roughly 500 cables laid across the seven seas. As the 2017 report says, “Undersea cables come ashore in just a few remote, coastal locations … [and] often have minimal protection. Most Americans think the internet is supported by satellites in space. Wrong — it is a relatively small handful of deep seabed cables that carry the system.” Today with the return of dangerous great-power competition between the US, China and Russia, the entire structure of the system is at risk. Particularly, Russian submarines (and some of their surface “research” vessels that are really spy ships) probably have the ability to go down to very deeply laid stretches of the cables and disrupt them — either by destroying them or tapping into them to manipulate data. The first thing to do is simply realize how vulnerable these underwater communication systems have become. In the West, we need to conduct more war games that study the specifics of the vulnerabilities and understand where the weakest points are located. We also must increase the technology we are applying to protect the cables. While they are reasonably well insulated with layers of various protective coverings, they could be further hardened with new types of materials including epoxy-based glass flake coatings or aliphatic polyurethane paints. Likewise, we should be laying classified “dark cables,” which are not in use on a day-to-day basis but could be switched on in the case of an attack on the principal network.
