The newly published National Infrastructure and Construction Pipeline (NICP) projects a £775bn total investment in UK infrastructure over the next decade. Energy and transport sectors are primed to receive over 70% of this investment, with water and sewerage predicted to fall behind. The NICP, accompanied by analysis from the Infrastructure and Projects Authority (IPA), outlines £379bn in confirmed expenditure by 2024/25. Projects span across seven sectors, highlighted by 94 energy-related and 128 transport projects. Further planning will be influenced by future government spending reviews. Additionally, raw data analysis suggests potential infrastructure investment surpassing £1trillion over the coming decade. Despite a backdrop of economic uncertainty, the IPA affirms a robust resolve for infrastructure development in key sectors to stimulate growth, catalyse innovation, and boost UK construction sector productivity.

Deputy Prime Minister required localities, investors, contractors, consulting and supervising units to continue strictly implementing the Prime Minister’s direction with the Deo Chau-Bai Vot expressway and the 500 kV circuit 3 power line, in accordance with the spirit of “discuss only doing, not discussing retreating, seizing the opportunity, working urgently, overcoming the sun, overcoming the rain, working in 3 shifts, 4 teams, working continuously through holidays, through Tet”, ensuring progress, quality, technicality, aesthetics of the projects, ensuring safety, hygiene, environment, prevention and control of corruption, negativity, waste. After inspecting the site, Deputy Prime Minister will chair a meeting with relevant ministries, departments, agencies, units, and localities to discuss the implementation of the above-mentioned two key projects to continue resolving difficulties, obstacles, and processing proposals and suggestions. The 500 kV circuit 3 project includes 4 component projects, with a total length of 514 km from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total investment capital of about 23,000 billion VND (nearly 1 billion USD). These projects all started construction in October 2023 and January 2024. The Prime Minister Pham Minh Chinh requested that this power line must be completed by June 2024 to increase power supply to the North, avoiding local power shortages, such as the early summer of 2023. In 2020, the New Zealand Government requested the New Zealand Infrastructure Commission, Te Waihanga, to undertake an Interim Review of the Transmission Gully Project focussing on the business case and planning stage. Steve Richards of NineSquared led that review, joined Lindsay Crossen and the late Sir Michael Cullen. Released publicly in April 2021, Steve’s Interim Review made 12 major recommendations aimed at improving PPP procurement, including the setting of the price through the Affordability Threshold, the management of consenting risk, and the project governance structure. As a result of the work done on the Interim Review, Steve was asked to lead a second Post-Construction Review, supported again by Lindsay Crossen as peer reviewer. Today, Te Waihanga released the Executive Summary of Steve's Post-Construction Review Report. The key comments made by Te Waihanga's Chief Executive (Ross Copland) about Post-Construction Review’s findings were: ▪️While there was room to improve the execution of the PPP, the use of the PPP model was not the root cause of the time and cost overruns ▪️The builder did not anticipate the complexity of the New Zealand Resource Consenting system and was not able to secure all necessary approvals from the Consenting Authority ▪️Recurring relationship issues between key parties hampered progress ▪️Project governance issues, including problems with effective decision-making, were a factor earlier in the project ▪️The Affordability Threshold was set too low. Mr Copland also commented on the benefits from proactive proactively releasing post-completion review of projects, to improve future delivery of major infrastructure projects. Understanding what productivity is in the context of infrastructure delivery, including considering broader social, economic and environmental outcomes. 2.
