The Role of the City Manager in Community Leadership: A Call to Reflect on the ICMA Declaration of Ideals As City Managers, we are often asked to balance the line between implementing Council direction and assuming a leadership role within our communities. The ICMA Declaration of Ideals provides a timeless framework that guides us in navigating this balance, and in light of modern challenges, it's more important than ever to reflect on our role in community leadership. In a recent article, I explore the Administration/Policy Paradigm in the Council/Manager form of government, and ask whether City Managers should play a more proactive leadership role in addressing contemporary issues, or maintain a strict adherence to administration. This question has sparked thoughtful conversations among California City Managers, with insights being shared ahead of ICMA’s Annual Conference and LocalGov2030’s collaborative sessions. So many I can’t name them all. Go team go!! https://lnkd.in/eCMWNjaX “The city of Richmond is set to see some big changes made to its streets and roads in the upcoming year, thanks in part to the city’s Office of Equitable Transit and Mobility run by Administrator Dironna Moore-Clarke and her team. Dironna Moore-Clarke Moore-Clarke has led the office since its creation three years ago under the city’s Department of Public Works. The goal was to take an in-depth look at Richmond’s current infrastructure and how it needs to be improved to meet the needs of all residents. From bike sharing to e-scooter stations to walking trail build-outs, the office has made strides, but through a community-based multi-modal plan, the city is expected to see more initiatives in the future. The plan, coined Richmond Connects, is a 413-page document that focuses heavily on the significance of redlining and how previous racist policymaking left many communities lacking adequate infrastructure. Rowan Kelli Rowan, the office’s Transit, Planning and Mobility program management Consultant, has played a crucial role in its development and future implementation. From bus stations to bike lanes to carless streets, the plan explores numerous options – both grand and more practical. With citizen input being a major focal point, Rowan has been influential in ensuring need and inclusion remain top priorities. As a result, the upcoming year could see several major projects take hold in some of the city’s most vulnerable communities.
