Very sad. K9 in corrections isn't a new cocept but it is time for policies and procedures to be reevaluated. Crowds & mobs tend to escalate hostilities especially when a K9 arrives. This isn't to downplay the actions of the Handler or four-legged hero but to bring attention to the policy makers who decide life or death (human and our selfless companions). Those who know... know, that the time spent building bonds (rapport) with a working dog could potentially not see them come out of a violent encounter (a violent person with a gun/knife/who is high or in this case, a mob of violent imates). It is the policy makers that drive the thought process of the K9 Handler (AND training). Poor thought processes and policy (which are job impacting) result in far too many K9 deaths. To the outside looking in, a dogs life is worth the sacrifice to save a human... but those who do the job (K9 up) know that there will be many sleepless nights knowing that the bond (rapport) was lost forever because a policy maker failed to understand the totality.
