Airline Passengers Tuning Out PreFlight Safety Announcements: They May Regret It I thought I would share my frustration with the number of passengers I've personally seen on my flights who simply ignore flight attendants when they are delivering the pre-flight safety announcement to us. Typically these flight briefings take between 2 to 6 mins, which is really not a lot of time out of our lives. The hard part of this for me is that these flight attendants know the value of this briefing and how it can save our lives, yet when they are giving this important announcement, I wonder how they feel when they look at all of us and see only a handful of passengers paying attention and/or looking at them. Full disclosure: I'm no angel (ask my wife that), and I know I've had a few occasions when I may not have paid attention during some of these announcements as I was quickly trying to type out a quick email or message before we took off. However, Christopher Elliott recently wrote this attached article, which caused me to think twice about this, and I'm glad he did, as it's a great reminder for all of us of the important job flight attendants have when it comes to our safety. Here’s why: 🔹 Essential Duties: Flight attendants have critical responsibilities that must be carried out to ensure passenger safety and comfort, even when turbulence is expected. They may need to secure the cabin, check on passengers, or address urgent issues. 🔹 Trained for Safety: Flight attendants are highly trained to handle turbulence and other in-flight emergencies. Their training includes techniques for maintaining balance and stability, making them better equipped to move safely during turbulent conditions. 🔹 Passenger Assistance: Sometimes, passengers need immediate assistance, whether it’s a medical issue or help securing their seatbelts. The crew's presence and mobility ensure that these needs are promptly addressed. 🔹 Cabin Preparations: Before turbulence hits, flight attendants might need to secure loose items, ensure all passengers are seated and belted, and prepare the cabin for safety. 🔹 Setting an Example: By moving with confidence and purpose, flight attendants reassure passengers and demonstrate that the situation is under control, reducing panic and promoting a calm atmosphere. While passengers are advised to stay seated with their seatbelts fastened, the crew's movement is a part of their duty to keep everyone safe. What Are the “Parts?” Part 91 Part 91 concerns general operations and flight rules. General aviation operations fall into this category – Think of a private pilot flying with his friends or family. Part 91 is the least restrictive of the three parts of the FAR concerning aircraft operations. Part 91 also effectively prohibits compensation for air transportation by only allowing it in a minimal set of circumstances, even then limiting the amount paid. This constraint upholds the safety standards of air travel by ensuring that paying passengers are only flying on more restrictive (and in effect, safer) part 121 and part 135 operators. But what are the most common restrictions that apply to parts 121 and 135, but not 91? Under parts 121 and 135, however, this is not the case, and pilots must adhere to strict rest schedules to ensure that they are not fatigued during their operations. Part 91 is also more relaxed when it comes to security. Passenger identification is not required for domestic flights under part 91. For part 121 or 135 operations, passenger identities need to be verified by the operator, and passengers who are at least 18 years old will be required to provide photo identification. Ops specs are essentially an FAA-approved framework for how an air carrier will operate. They can be more restrictive than the laws detailed in parts 121 and 135, but never less. Part 135 Part 135 details the regulations for commuter operations and on-demand operations (also known as charters). Part 135 only applies to aircraft with 30 or fewer seats or a maximum payload capacity of 7,500 pounds, including commercial helicopter operations (other than external loading (i.e., a helicopter sling), which is covered by part 133). Think of private jets, small turbo-propeller aircraft, and commercial helicopters – these are usually part 135 operation aircraft. Part 121 Part 121 details the rules for the big boys – scheduled air carriers. Think of regional and major airlines such as Delta, Southwest, American, SkyWest, and large cargo aircraft operated by FedEx or UPS. The FAA’s definition of a scheduled operation is at least “5 round trips per week on at least one route between two or more points according to the published flight schedule.” Part 121 is the most restrictive of the three parts and is considered the highest commercial air travel safety standard. One of the most notable distinctions between parts 121 and 135 is the requirement for two pilots on a part 121 operation vs. the allowance for one pilot on a part 135 operation. The Pilot in Command (PIC) on a part 121 operation also shares operational control with a flight dispatcher. Exciting developments in aviation safety! The U.S. Federal Aviation Administration (FAA) recently announced a mandate requiring air tour operators, air ambulance services, charters, and commuter flights to implement a Safety Management System (SMS) program within 36 months. This rule, aimed at enhancing safety across the industry, also extends to aircraft manufacturers, ensuring a holistic approach to aviation safety. Vertical Aviation International (VAI), under the leadership of President and CEO James Viola, has been proactive in anticipating and supporting this mandate. VAI has developed comprehensive programs to assist operator members in implementing SMS even before it became a requirement, showcasing their commitment to safety excellence. The Federal Aviation Administration's SMS final rule applies to Part 135 operators and air tour operators with specific agreements, with exemptions for single-pilot operations. Operators have three years to declare compliance, with new operators required to showcase SMS compliance during the certification process.
