Yesterday's speech on the state of the banking sector by the Governor of the Bank of England rightly identifies the importance of consistent capital requirements across national jurisdictions in order to ensure competitiveness. Unfortunately the Governor glosses over the gold plating being proposed by the PRA in implementing Basel 3.1 in the UK. In practice the PRA's proposals go well beyond international requirements. This will not only impact UK competitiveness (and market valuations of UK banks - a theme of the speech) but will significantly impact growth in the real economy in the UK and availability of finance for British small firms - just as today's GDP figures showed negative growth. A study carried out by Oxera Consulting LLP estimates that the PRA’s proposed approach to implementing Basel 3.1 will remove up to £44bn of funding from UK small and medium sized businesses (SMEs) - see comment below for link. This also disproportionately affects Britain's challenger banks - yet these are the banks that have the highest customer satisfaction; have done the most to pass interest rate rises on to their savings customers; and that now provide over half of all lending to small firms (more than the big banks combined).
