Mid Cheshire Hospitals FT commissioned MIAA to conduct an audit of the Trust's transport services. The goal, was to provide a procurement ready specification document , which would form part of the Trusts plans to manage all services in house, through one transport contract.

An elementary form of SCATS was conceived and initiated by Arthur Sims and his offsider Graham Davis when working in the Traffic Engineering Branch of the NSW Department of Motor Transport in 1994/5. The number of traffic signals in NSW at that time was scarcely more than 1000, with about 10% of them in a number of small linear coordinated systems. Most officers of that Branch were transferred to the DMR on the establishment of the Traffic Authority in 1996. The system was further developed and so named, nurtured and marketed overseas, largely by Arthur and Peter Lowrie, all under the watch of Ken Dobinson. Though not a “qualified” engineer, Arthur justly received international recognition as “ International Road Engineer of the year” from, I think, the USA- based Institute of Traffic Engineers, for the development of SCATS. Over the next 10 years SCATS became the operational system of the Transport Management Centre which Sims and Davis staffed initially under Rae French in 1965 in Oxfort St Sydney. The DMR and the Traffic Authority were absorbed into the Roads and Traffic Authority in 1988 . This in turn became part of the Roads and Maritime Authority in circa 1994 and then Transport for NSW with another change of government. As Ken and others have indicated, a host of very capable engineers have contributed to the development and continued viability of SCATS over the past 60 years. Many of them were acknowledged in Frank Hulscher’s mammoth “A Signal Career”, circa 1995. The ubiquitous growth of traffic over the past 60 years or so has made it difficult to recognise the contribution that these people have made to the management of traffic over that time. The discerning road user might still perceive the benefits of signal coordination, and the technology left me behind many years ago. But it does seem to me that the search for improvement of coordination has been at the cost of inefficiency and driver frustration at the local level. I can’t help wondering how Scats will cope with contemporary changes in philosophy of place and movement for example.
SCATS Award This is a photo of an award presented in 1980 to the Department of Main Roads, NSW, for the Sydney Coordinated Adaptive Traffic System (SCATS). Not many people would be aware of this honour and even fewer would have even seen this plaque. For those who may be interested, SCATS was developed by an Australian state government authority in New South Wales to manage the traffic signals in that state. Originally, it was the Department of Motor Transport (DMT). In 1976, the DMT traffic signal employees were transferred to the Department of Main Roads (DMR), being attached to Traffic Service section. This brought signal design, installation, maintenance and management under the same roof as road design and line marking. In 1989, the DMR, DMT and the Traffic Authority were merged to form the Roads and Traffic Authority (RTA). In 2011, the RTA and NSW Maritime merged to form Roads and Maritime Services (RMS). In 2019, the RMS was dissolved and all functions were merged with Transport for New South Wales (TfNSW). Fortunately for the SCATS Development team, life went on as normal, except for the numerous changes to letterheads and email addresses. As of 2024, NSW has more than 4,800 traffic signals, all of which can be monitored and managed from the Transport Management Centre (TMC) at Eveleigh, NSW. #SCATS #RTA

Interesting read. Would the extra supplies become oversupply for certain cities as we know the market trend in the last couple of years. Though some are definitely needing more . Nevertheless, Universities, even education providers are looking for substantial supplies which they can accommodate the needs of not only for academic studies but also semesters, summer terms, pre-sessionals. Not enough PBSA is being built in the cities of most need. We know that Glasgow and Southampton are two cities with well reported supply issues, yet still are not close to delivering beds to meet the demand. Meanwhile, Bath, Stoke and Nottingham have all seen double digit growth in private PBSA which can come with its own issues. We know anecdotally that Nottingham has experienced a slower sales cycle for operators.
