Surveys of metropolitan health departments and community-based organizations reveal mistrust, silos, and insufficient shared decision making. Alice T. Chen and coauthors respond with six policy recommendations, including a call for dedicated funding for community partners and formalized roles for community-based organizations in public health decision making. "The authors of this article come from a variety of public health and community backgrounds and together witnessed the extraordinary capacity of CBOs and community health workers to lead public health efforts during the pandemic.
