Creating Strategic Emergence | PhD in Political Science | Senior Professor Strategic Leadership Studies
I can't say I fault the authors on this one. It is merely a reflection of the lack of connective tissue between grand visions of security strategy and operational level strategic planning. The authors at MAJCOM levels are left with the options of what you see here or stepping on the toes of strategic planners by issuing more specific guidance. I personally, favor a different approach -- one where we offer our operational levels strategic options to develop and plan to, versus grand concepts to either parrot or decipher.
Disruptive Strategist | Matching Emerging Tech to Defense Needs | Transforming Organizations for the China Challenge | Growing Leaders to Navigate an Uncertain Future
#TransformingOrganizations I want to read something positive into this #strategy released by Pacific Air Forces (PACAF) today. I just can't. For leaders, strategists, and communicators, this is a negative example. Don't do this. This strategy is full of platitudes and aspirations. The graphics are great, but the words don't convey meaning. I can't figure out what anyone in Pacific Air Forces would do different after reading this (and I led the 8th Fighter Wing in PACAF) Did PACAF #Airmen need a strategy to tell them to work with allies and partners, or defend the homeland, or deter aggression? If they did, we should be worried. It identifies "operational priorities," but the priorities are defined so broadly that they cannot be used to guide decision making. Worse, I am very familiar with the #NationalDefense Strategy and National Military Strategy. Both of these offer critical guidance and set real priorities (and were largely influenced by Airmen). This PACAF strategy obscures those documents, and has the bureaucratic effect of muddying the water. I think this is a symptom of why SECAF is calling for a study that proposes changes to the organization of the force. It indicates a Major Command staff that is duplicating work done at the highest levels of #DoD (and by the staff of the Combatant Commander). I think this an indicator that we need to reconsider having regional Major Commands. Maybe I'm wrong...if you see goodness in this, I would love to hear your thoughts.

This is the Adaptive Acquisition Framework we have been pressing on for quite some time on the United States Department of Defense acquisition strategies and streamlining the operationalization of innovation
HOT OFF THE PRESS! The updated Army Regulation (AR) 70-1 (Army Operation of the Adaptive Acquisition Framework (AAF)) was published on 28 November 2023. AR 70-1 establishes and implements a policy for Army-managed acquisition programs. This revision includes several significant updates due to changes in statute and DoD/Army policy since the last revision in 2018. The new AR 70-1 can be found at: http://spr.ly/6180RXrwC #USArmy #ArmyAcquisition
