🚨 Important Update on Employing Foreigners in the Czech Republic 🚨 Today, we want to dive into another crucial change: the shortening of the “test of the Czech Labor Market” from 30 days to 0 days. What does this mean for you or your employer? 🔍 What is the test of the Czech Labour Market? Previously, if a Czech company wanted to hire someone from outside the EU using an employee card or a blue card, they had to advertise the position to the Czech Labour Office. The job had to be posted for 10 days (for highly qualified positions) or 30 days (for lower qualified positions) before proceeding, ensuring Czech and EU citizens had the first opportunity to apply. 📅 What’s changed as of July 1, 2024? Now, the position still needs to be advertised, but there is no longer a 10- or 30-day waiting period. This means that the employee card or blue card process can start immediately! 💡 What does this change mean? For new applicants applying from abroad, this may not drastically speed up the process, as obtaining all required documents often takes longer than 30 days. However, for those already in the Czech Republic looking to change employers, this could be a significant improvement in reducing waiting times. ⏳ Is this change permanent? The Ministry of Labour and Social Affairs notes that the test of the Labour Market could be reinstated if the unemployment rate rises, though no specific threshold has been mentioned. As of March 1, rules governing the employment of foreigners in Flanders will change. Flanders has introduced several new provisions, including a longer list of business trip exemptions, the possibility to take up flexi-jobs for foreign workers already working in Belgium, and additional grounds for refusal and withdrawal of work authorizations – mainly linked to respect of social and tax law obligations. The amendment also implements the revised EU Blue Card Directive, allowing foreign workers to change employer after 1 year of employment (currently only allowed after 2 years), increasing of the salary threshold and easing the eligibility criteria. The changes will be implemented upon adoption of the federal legislation. We also expect upcoming changes in the Walloon region, such as introduction of a lower salary threshold for highly-skilled professionals under age of 30. Deloitte is closely following and will provide additional updates in advance of the adoption of the additional new rules. More details will follow shortly.

📢 Important updates for Luxembourg! 🇱🇺 ☑️As of Sunday 24 March 2024, companies employing EU Blue Card holders will be required to pay the minimum gross salary of at least 88.452 euros (previously 84,780 euros), unless the employee is working in an identified shortage occupation, in which case the salary minimum will be 70.762 euros (previously 67,824 euros). ☑️For initial and renewal applications, employers of foreign nationals seeking to obtain or renew a work permit after 24 March 2024 must increase the foreign national’s salary to comply with the new rule. #Hungary #jobmarket #2024hiring Hungary experienced a 19% decrease in job vacancies in Q2 2023, while the number of unemployed individuals surged to around 202,000. This fluctuation is attributed to educational, occupational, and regional disparities. Foreign workers with sought-after skills in Hungary may have increased chances of securing a Hungarian work visa, despite the significant unemployment rate. Sectors grappling with shortages include metalworking, construction, sales and retail, manufacturing and production, and healthcare. The most in-demand occupations in Hungary include welding, flame cutters, upholstery, travel attendants, street food salespersons, shop sales assistants, sheet metal workers, Roofers, and more. Prospective workers need to secure a job offer beforehand and apply for one of the four types of work visas. Hungary's Parliament approved legislation introducing a new category of guest workers, allowing non-EEA country workers to legally stay in Hungary for more than 90 days. However, Hungary's authorities announced a cap on the number of foreign workers accepted, emphasizing the measure's goal to support the local workforce rather than curbing the influx of job seekers. Living costs for a single individual in Hungary are approximately €646.27 or 247,191.6 Hungarian Forint (Ft) per month, excluding rent. Rent costs vary based on location and apartment size, with monthly rent for a one-bedroom apartment in the city center around €430.23 and outside at €337.06. For a family of four, monthly expenses are estimated at €2258.85, and rent for a three-bedroom apartment is approximately €730.15 in the city center and €564.18 outside the city center.
