Huge '£13bn plan' for 650-mile high-speed rail line between Europe and Africa A high-speed rail link between the two continents may be back on, as leaders from both countries plan the major infrastructure project. Europe and Africa may be poised to be linked like never before, with a major new rail project connecting Spain, Portugal and Morocco rumoured to be on the cards before the 2030 World Cup - but time is running out. ALLRAIL welcomes the entry into force of the Luxembourg Railway Protocol, an outcome of our collective effort in the framework of the Rail Working Group. The Luxembourg Rail Protocol to the Cape Town Convention on Mobile Equipment is an important tool for railway operators around the world to overcome a significant challenge: financing/acquiring rolling-stock. Indeed, the Protocol's objective is to facilitate more and cheaper finance from the private sector. It aims to do so by creating a new worldwide legal framework to recognise and regulate security interests of rolling-stock lenders, lessors and vendors.
