As we welcome in a new Government, it's encouraging to see that housing policy, particularly the need to build new, affordable homes at pace is firmly on the agenda. Labour has bold ambitions to build 1.5 million new homes through the term of the next Parliament, which is reliant on the release of grey belt land, with new planning policies aimed at freeing up brownfield sites. But to build at this scale, this newly available land and proposed tweaks to the planning system will only get us so far. Housebuilders and developers should engage with their suppliers to innovate and be open to the use of systems that can be constructed quickly and safely, while helping to remove cost and complexity. Modern methods of construction (MMC), and especially off-site panelised construction are proven to streamline the building process by fabricating components in controlled factory settings - significantly accelerating the overall construction timeline. But building quickly is just one part of the equation. We also need to build better. We must ensure that the housing delivered reduces embodied and in-use carbon, while delivering the thermal and comfort performance required for a lifetime of use. The provision of high-quality housing to create affordable, decent homes is vital for our communities. Offsite manufacturing, through its ability to accelerate project completion, has a key role to play in meeting these new Government targets and I look forward to seeing how the new housing landscape takes shape.

By constructing sections of a home off-site in a factory and then assembling them on location, modular construction has the potential to meet housing demands faster and more efficiently than traditional methods. Here’s why modular building can increase affordable housing stock: -Speed of Construction: Modular homes are built in a fraction of the time of traditional construction. With much of the work done in a factory, weather delays and other onsite challenges are minimized, accelerating the overall timeline. -Cost Savings: By standardizing construction processes in a factory environment, labor and material costs are reduced. These savings can be passed on to consumers, making homes more affordable. Environmental Benefits: Modular construction minimizes material waste and increases efficiency, making it an environmentally friendly option for building affordable housing. -Quality Control: Factory-based construction offers more consistent quality control, as each unit is built under strict guidelines and inspections before it reaches the site. Challenges to Overcome: -Financing and Lending: Modular construction often faces hurdles with traditional lenders, making it difficult to secure financing compared to conventional builds. -Zoning and Codes: Local zoning regulations and building codes may not be designed with modular construction in mind, which can lead to delays and extra costs. -Public Perception: Some consumers and industry professionals still perceive modular homes as lower quality, though advancements in design and construction are challenging these outdated views. With innovation and policy support, modular building could be a key tool in expanding affordable housing. This method allows developers to build high-quality homes faster, at a lower cost, and in an environmentally responsible way. Despite ongoing efforts, we still face a significant gap between housing supply and the targets needed to address the crisis. Rising costs and construction challenges are keeping homeownership and rentals out of reach for many, especially in Queensland. This week’s Offsite 2024 event in Sydney emphasized the potential of Modern Methods of Construction (MMC) to bridge that gap. Queensland is already a leader with its volumetric modular housing program, but we need to scale up fast. By 2030, 50% of government infrastructure projects should incorporate MMC, and 600 modular homes are slated for production by 2024. While these steps are commendable, they aren’t enough. Industry growth, investment in manufacturing, and government-led incentives are critical to moving the needle. We must also learn from history, where prefabricated homes helped meet housing demands post-war, and adapt today’s regulatory frameworks to foster this innovation. MMC holds the key to delivering homes faster, more affordably, and at the scale we desperately need. The time to invest in this approach is now.
