Positive Identification:** - Before engaging any target, CANSOFCOM personnel must positively identify the target as a legitimate threat in accordance with established rules and procedures. - Positive identification may include visual recognition, use of optics, electronic surveillance, or other means to confirm hostile intent or actions. **3. Hostile Intent:** - Engagement is authorized when there is clear and credible evidence of hostile intent or actions directed towards CANSOFCOM personnel, coalition forces, or innocent civilians. - Hostile intent may include direct threats, aggressive movements, or weaponization against friendly forces or protected persons. **4. Escalation of Force:** - CANSOFCOM personnel are trained to employ a graduated escalation of force, starting with verbal warnings, visual signals, and non-lethal measures before resorting to lethal force as a last resort. - When faced with non-compliant or potentially threatening individuals, personnel should attempt to de-escalate the situation through effective communication and non-lethal means whenever possible. **5. Protection of Non-Combatants:** - CANSOFCOM personnel must take all reasonable measures to protect non-combatants, including civilians, humanitarian workers, and other protected persons, from harm during engagement operations. - Personnel should exercise caution and restraint to avoid causing harm to innocent civilians and minimize the risk of collateral damage to civilian property and infrastructure. .....

Force should be directed only at legitimate military objectives, such as armed combatants or military equipment, while taking all feasible precautions to avoid harm to civilians. 6. **Avoidance of Civilian Casualties:** - Every effort must be made to minimize civilian casualties and collateral damage in urban areas. Personnel should exercise caution to avoid engaging targets in proximity to civilian populations, critical infrastructure, or cultural sites unless absolutely necessary to prevent imminent harm to friendly forces or civilians. 7. **Warning Shots and Challenge Procedures:** - Before resorting to lethal force, personnel may employ warning shots or challenge procedures to deter potential threats and provide individuals with an opportunity to comply with lawful commands. Warning shots should be fired in a manner that minimizes the risk to innocent bystanders and clearly communicates the intent to use force if necessary. 8. **Accountability and After-Action Review:** - All uses of force must be documented and subject to rigorous review and accountability procedures. After-action reviews should assess the justification for the use of force, adherence to ROE, and opportunities for improvement in tactics, training, and decision-making to enhance effectiveness and minimize the risk of civilian harm in future operations. 9. **Disengagement and De-escalation:** - Personnel should prioritize disengagement and de-escalation whenever feasible to prevent the escalation of violence and protect civilian lives. This may include withdrawing from confrontational situations, establishing communication channels with adversaries, and seeking peaceful resolutions to conflicts through negotiation or mediation. 10. **Humanitarian Considerations:** - In all engagements, personnel must consider the humanitarian consequences of their actions and strive to uphold the principles of humanity, proportionality, and necessity. Force should be used only as a last resort and in a manner consistent with international humanitarian law and the protection of civilian populations.
