Raising public awareness is just as crucial as implementing any initiative. Effective awareness campaigns educate and engage the community, fostering a greater understanding of the issues at hand. This understanding can lead to more informed decisions, increased participation, and stronger support for initiatives. Public awareness helps to highlight the importance of the cause, build trust, and mobilize resources. It also creates a sense of shared responsibility and empowers individuals to take action, ultimately driving more impactful and sustainable outcomes. Without adequate awareness, even the best initiatives may struggle to gain traction and achieve their goals. The Australian Human Rights Commission’s new report on child justice calls for transformational change that puts child wellbeing first and addresses the root causes of offending by children. I was pleased to contribute a submission to assist the Commission. The treatment of children in the criminal justice system, some as young as 10 years old, is one of the most urgent human rights issues facing Australia. For too long governments have ignored the evidence that prevention, not punishment, is key to keeping our children and the community safe. We must have a nationally coordinated, child rights-based approach to reform. This is the key to safer communities for all. We are pleased to announce the launch of the new Workforce Strategy for the Child Protection and Family Support Sector. DCP formulated the strategy to raise the profile of child protection to attract more dedicated staff and address challenges such as retention issues faced by the sector in South Australia and across the country. Another target is developing the Aboriginal workforce to support SA’s commitments under Closing the Gap to build the Aboriginal Community-Controlled sector and transform mainstream services so they better support Aboriginal people. The strategy targets initiatives across three main pillars to gain, train, and retain a skilled and well supported workforce to keep vulnerable children safe, cared for and nurtured. The Productivity Commission Closing the Gap Report 2024 has found that only five of 19 targets are on track. Australian governments are not on track to address the over representation of Aboriginal and Torres Strait Islander children across child protection systems. In fact, we are going backwards. First Nations children are removed from their families at a rate of 57.2 per 1000 – up from 54.2 in the baseline year of 2019, and 12.1 times that of non-Indigenous children. Nationally, all jurisdictions committed to implementing the five elements of the Aboriginal and Torres Strait Islander Child Placement Principle (ATSICPP) (prevention, partnership, placement, participation and connection) under the Fourth Action Plan of the National Framework for Protecting Australia’s Children. Plainly, more (urgent) work is required to genuinely strengthen the a consistent implementation of the ATSICPP. The Productivity Commission concluded that real progress across all targets relies on strong relationships with Aboriginal and Torres Strait Islander communities.
