What an incredible visit to the White House! I had the privilege of discussing with POTUS the tremendous impact of the Biden-Harris Bipartisan infrastructure bill on Atlanta, particularly Hartsfield-Jackson, the world's busiest and most efficient airport. It's inspiring to see how this collaboration is transforming our city's connectivity and economic growth.

The recent announcements and the Ministers commitments to rail projects at Bradford, and to NPR generally, were encouraging Henri Murison. Looking forward: there are lessons to be learned in how we select-plan-fund-deliver-commit to infrastructure projects. Given the recognition and acceptance, that such investments are catalysts for the improvement of numerous socio-economic factors, not least generating employment and skills opportunities that previously didn’t exist, it’s important that momentum is maintained to realise the transformation we frequently discuss. We joined Rail Minister Huw Merriman, Northern business leaders and industry experts in Manchester earlier this week to hear more about the government’s plans for the new Northern Powerhouse Rail route, which now includes Bradford and Hull. Really big news this week. Alex Hynes, the MD of Scotrail, is appointed Director General for Rail at the DfT. “Marvellous news” chorused pretty much everyone. We wholeheartedly agree, but in this week’s Green Signals, Nigel Harris and I also discuss why we need to be patient and give Alex a great deal of support. Central Government departments don’t have a great track record of welcoming outsiders with open arms, especially not talented outsiders like Alex who know what they are talking about and want to crack on with pace. We also need to heed the lessons of history. I explain why the 2004 Rail Review was actually not needed - and so why this time, we need to be certain we do get what we‘ve been promised we’ll get - a joined up and empowered railway. The Heritage railways of Great Britain are one of our great tourism assets, bringing joy to millions and much a needed boost to local economies. But they are experiencing fierce economic headwinds and facing challenging times. We look at the challenges facing the North Yorkshire Moors Railway, the line made famous by the wonderfully successful ITV series “Heartbeat” to see just how challenging, and we note that it’s not just them who are facing tough times. Nigel and I also look at a bit more fares madness, the recent National Highways closure of the M25 (and some of the daftest media comments we’ve seen for a while) and we celebrate Marylebone station’s 125 birthday - not bad since it was proposed to be closed in the 1980’s and be converted into the terminus of a coach expressway from High Wycombe and beyond. Thank goodness that in these enlightened times in which we live, politicians wouldn’t dream of pandering to road users to the detriment of a low carbon option such as rail. To properly honor the 2024 #MobilityWeek theme we want to highlight further the UPPER measures under the Redistribution of Urban Space topic. We thought it would be beneficial to show you again the presentation made by Agenzia Roma servizi per la Mobilita' Srl in the shared UPPER&SPINE workshop “Streets for Life” – lower speed limits and better public transport. Fabrizio Benvenuti detailedly explained measure 'ROM_08 Designing the urban space to promote active travel modes, PT and environmental 30 Km/h zones'. The measure aims to achieve several objectives, already included in the SUMP, concerning increased road safety and the accessibility and safety to PT stops. The Administration drew up a Zone 30 Plan, which was presented to municipal offices and the political and technical representatives of the districts. The Plan identifies the zones within which the district representatives indicate the roads for which the 30 km/h speed limit will be introduced. These will be the subject of interventions, including experimental ones, to limit speed and make crossings and intersections safe; within these areas, raised pedestrian crossings, raised intersections at pavement level, and chicanes will be created. Within the scope of the UPPER project, the focus will be on monitoring the set-up of some of these 30km/h zones, and the ex-post evaluation of these interventions.
