Hispanic Heritage Month is underway, a time to honor the rich history, culture and contributions of Hispanic and Latin Americans. However, many Hispanic Americans continue to face significant barriers to voting and political representation. Key challenges include language access issues that make voting difficult for non-English speakers and the underrepresentation of Hispanic Americans in elected office. Additionally, Hispanic Americans often experience systemic hurdles to making their voices heard, such as barriers to the ballot box and gerrymandering that disproportionately affect their communities. These challenges must be addressed. Hispanic Americans are essential to our democracy and deserve equitable access to participate fully in the electoral process. This past weekend I had the opportunity to attend the MPSA - Midwest Political Science Association's annual conference in Chicago to present my research on Hungary’s 2022 Parliamentary Elections and Referendum. This research, co-authored by John Gould, examines why re-democratization efforts by a unified opposition failed through comparing their campaign during the 2022 parliamentary elections to the successful anti-referendum campaign led by LGBTQ+ activists and human rights allies. We argue that the opposition’s strategy of 'centering and unity' burdens marginalized groups. In an often-vain quest to attract the elusive “mainstream voter,” unified oppositions have incentives to remain silent on the concerns of those at the intersection of multiple avenues of oppression. As importantly, centering and unity do little to dismantle marginalizing imaginaries that incumbents have deliberately built with the polarizing tropes of homophobia, xenophobia, and racism. Rather than dismantling the incumbent’s imaginary “landscape of enemies,” the strategy of ‘centering and unity’ seeks to occupy it. It reinforces the normalization of CIS-gendered, ethno-patriarchal modes of political agency and makes it nearly impossible to focus on the needs of marginalized groups. Instead of reflexively challenging authoritarian incumbents using the centering and unity strategy, opposition groups should consider dismantling the polarizing rhetoric that artificially divides citizens. In practice this would allow opposition groups to show greater solidarity with the particular needs and concerns of marginalized groups. This suggestion is reinforced in our research by a case study of the successful anti-referendum campaign led by Háttér Társaság and Amnesty International Magyarország to convince voters to “invalidate” their ballots in a national referendum that cruelly targeted the LGBTQ+ community. I look forward to working on this research project through publication and am grateful for this opportunity to represent the Colorado College Political Science Department at this conference.

CBID successes: In 2023, a consortium of organisations of persons with disabilities in Guatemala, which received the CBM community based inclusive development CBID Innovation Fund, signed an agreement with the Guatemala Electoral Authority, a crucial step to ensure that persons with disabilities were included in the 2023 electoral processes. The two parties worked together to: ♿Make polling stations accessible to enable persons with disabilities to cast their votes. 🗳️ Introduce tools that guarantee the privacy and secrecy of the ballot. ℹ️ Produce information materials in appropriate media and formats for persons with disabilities to learn about the election process. The Guatemala General elections were conducted on 25 June 2023, and a second round on 20 August 2023, ushered in a new government.
