The European Commission has opened an in-depth investigation into the involvement of CRRC Qingdao Sifang Locomotive Co. Limited (CRRC) in a public procurement competition for the supply of 20 single deck zero-emission electric 'push-pull' trains to the Ministry of Transport in Bulgaria. The Commission considers that there are sufficient indications that CRRC has received relevant foreign subsidies of EUR 1.745n and that the receipt of the subsidies is liable to improve CRRC's competitive position and actually or potentially negatively affect competition in the EU internal market.   CRRC's offer to the Ministry of Transport, made in a negotiated procedure without prior publication, was substantially lower that both the Ministry's estimate of the cost of providing the rolling stock and the offer made by the only other contractor in the competition. These factors were sufficient indication that CRRC had been granted foreign subsidies that may distort the internal market. The Commission has invited natural or legal persons, Member Staes and the third country that granted the subsidies to submit comments to the Commission by Thursday 14 March ( grow-fsr-pp-notifications@ec.europa.eu reference FSP.100147). The action by the Commission is likely to affect the activities of all foreign state supported industries operating within and without the Internal Market. The Commision may seek to reconcile the need for state support for the transition to sustainable transport with maintaining the integrity of the internal market. The outcome of this investigation may indicate the boundary between permissible and impermissible state support for one of the most important issues affecting future transport.  

The Association of American Railroads (AAR) reported that total US.weekly rail traffic was 457 453 carloads and intermodal units, down 4.1% compared with the same week in 2023. Total carloads for the week ending 13 January were 213 277 carloads, down 10.2% compared with the same week in 2023, while US weekly intermodal volume was 244 176 containers and trailers, up 1.9% compared to 2023.

The issue is coal (over 99% of all rail-carried cargo) which is down the same 11%. This and other stories about rail and mass transport from our review of the second quarter. The drop in coal shipments is at least partly if not totally because the President has banned coal exports to Israel, the industry’s biggest customer. So on the one hand, the drop has nothing to do with the government’s transport policy and on the other, it is still the consequence of government policy, just its foreign policy. The graph shows how narrow the rail cargo market is. Despite routes – admittedly not many – in the rest of the county, virtually all of the rail traffic comes from transporting coal in northeastern Colombia. International rail traffic between the U.S. and Canada is on the brink of disruption due to a potential work stoppage as soon as August 22, 2024. Canadian National Railway has begun refusing hazardous commodities as a precaution. The ag industry is concerned about the potential impact on supply chains and the economy.

🚨 As the impact of geopolitical events continues to affect maritime transport of fertilizer products and raw materials, we are also monitoring impending disruptions to fertilizer distribution caused by the upcoming rail strikes in Canada. Transportation problems, whether triggered by labor disputes or conflict, further highlight the vulnerability of the industry’s supply chains to factors outside of its control.     The Fertilizer Institute (TFI) and Fertilizer Canada have recently sounded the alarm on the severe implications to come from the labor disruption between CN Canadian Pacific Kansas City (CPKC), and the Teamsters Canada Rail Conference, which has halted cross-border transportation.    🚢 With Canada accounting for about 12 per cent of all fertilizers produced across the globe, these rail transport disruptions have the potential to hinder both fertilizer distribution and to impact global food supply. Today, the Association of American Railroads (AAR) reported U.S. rail traffic for the week ending August 31, 2024. This week's total U.S. weekly rail traffic was 516,632 carloads and intermodal units, up 8.4 percent compared with the same week last year. Total carloads for the week ending August 31 were 233,278, up 1.0 percent from the same week in 2023, while the U.S.

*Transportation Infrastructure Hat On* This morning's collapse of the Francis Scott Key Bridge in Baltimore, Maryland will have significant short term consequences for East Coast supply chains as the Port of Baltimore resides nearly entirely upstream of the bridge - see figure E on the attached map. Imports The disruption will likely not have large effects on consumer goods and supply side inflation as it handles a very small number of containers (quarter million approximately). It will however have significant effects for car importers as there are two roll on roll off terminals which handle over 750,000 vehicle imports per annum. European automotive companies look to be the most significantly affected market segment at this point. Exports The Port of Baltimore is the second larges coal export point in the US and exported over 22 million tonnes in 2023. Significant numbers of coal exports will have to be re-routed elsewhere or else East Coast coal mining communities will likely see upstream forced shutdowns until as at a time when the port is open again. The million dollar question (in addition to the human tragedy) is how long it will take relevant authorities to safely clear sections of the wreckage to re-open currently stranded marine terminals and ships. Stepping back a bit further - the crisis reveals the extent to which transportation supply chains in North America depend on legacy infrastructure lynchpins (Canada is no exception... think Fraser Canyon rail system or bridges over the Saint Lawrence River). Improving resilience of these systems requires a number of things including - expedited approvals of large scale marine terminal projects (this supports competition and increases shipper resilience by adding alternative export points) and improved inspection processes to identify end of life infrastructure that require upgrades or replacement. Canada and the USA have largely been resting their laurels on infrastructure decisions made well over 40 years ago - at least the US Government has started to get its house in order with the Infrastructure Bill. Canada on the other hand is largely stagnant as it relates to supporting export oriented port and rail infrastructure and capacity improvements. #transportation #northamerica #supplychain #trade #commerce #infrastructure

Government Shifts Gear: Eyes Commodity-Specific Networks to Replace Proposed Freight Corridors In a significant development, the government is poised to abandon plans for establishing three new dedicated freight corridors (DFCs), namely the East Coast, East-West, and North-South, with an estimated collective investment of Rs 2 trillion. Instead, the authorities are contemplating the creation of commodity-specific rail networks, as revealed by a senior railway official speaking to Financial Express under the condition of anonymity. The decision comes amidst challenges faced by the recently commissioned east and west #freight #corridors in attracting bulk customers and grappling with network planning issues. The utilization rates of these corridors remain relatively low. Despite the #Railway Board receiving detailed project reports for two of the proposed corridors (East Coast and North-South), and with the report for the third one (East-West) anticipated imminently, there is a growing inclination to reconsider pursuing these projects.
