Over the past few decades, Michigan has faced an increase in unpredictable storm events. Unfortunately, our existing stormwater infrastructure is not built to handle the frequency and intensity of these storms, creating problems with water runoff and flooding. FLOW is working to develop a legislative solution to enable small and mid-sized communities in Michigan to legally establish stormwater utilities, and secure a reliable source of funding for this crucial infrastructure. In 2023, MMSD captured and treated 99.6% of wastewater before returning it to the waterways. The national goal is to capture and clean 85% of the more than 700 cities with systems like ours. MMSD's current financial forecast through 2033 calls for investing $3.5 billion in clean water infrastructure, flood management, and debt financing to help protect public health and Lake Michigan. Floodplain managers are required by NFIP rules for communities to remain eligible for flood insurance. Building permits are the triggers for reviewing whether the projects are compliant with federal floodways per 44 CFR 9.11.d.4 with no rise requirements or up to 1ft under 44 CFR 60.3. FEMA delegates down to the local municipalities nationwide as they would not be able to evaluate the compliance of every building permit.

Oregon > Multnomah County voters have cast their ballots in favor of a property tax increase aimed at funding the repair and enhancement of the region's flood protection system. This measure is set to allocate $150m via a local property tax levy of about 11 cents per $1,000 of assessed value and unlock an additional $100m in federal funding towards the refurbishment of levees, floodwalls, and pump stations that play a pivotal role in managing water levels and mitigating flood risks.
