Quite an interesting market consensus I noticed about the Construction Act that it deprives certain construction projects from the statutory adjudication entitlement. The consensus is driven from the exclusion of 105 (2) of the Act aiming to deprive the Oil & Gas, nuclear processing, power generation and conceptually the offshore works from the right thereof. This has led to appreciation of both the LOGIC and BIMCO standard forms of contract for the referrals to adjudication for the decommissioning works in the aforementioned sectors. This however has been recently challenged in the case of Van Elle Limited and Keynvor Morlift Limited [2023] EWHC 3137 (TCC) where the works in the regional waters of England were ruled to be subject to the Construction Act deeming the adjudicator’s decision enforceable. 5th Day of Achievemas: Waterford 3 Nuclear Power Station’s First Risk Informed Completion Time (RICT) 🎉 In 2023, WF3 got approved by the Nuclear Regulatory Commision (NRC) to implement RICT. This risk informed initiative allows plants that enter a limiting condition of operation per a technical specification of their final safety analysis report to extend their completion time. For example, a system and/or component that could be inoperable for 72 hours before shutting down the plant, and therefore require immediate attention and site resources, could be extended up to 30 days. This helps improve the quality of life for nuclear professionals by increasing flexibility in scheduling and allocation of resources and improves the operation of the plant by preventing shutdowns. The process for obtaining this risk tool was started way before I began my career at Entergy and wouldn’t have been done without the efforts of Tom Carr and Mark Thigpen, PRA engineers that worked tirelessly at Waterford 3 on RICT, and other nuclear professionals from contracting work that assisted in this project. When the first consideration of utilizing RICT came around, I was the most qualified PRA engineer onsite and with the help of colleagues from other sites at Entergy and expertise from contractors, I was able to provide technical guidance to operators. It also gave me the opportunity to note lessons learned for future implementation. Throughout this year, I have gained the skills to run several RICT scenarios in Phoenix Risk Monitor to provide support to Waterford 3 and I will continue to sharpen those skills. (1,900 different work activities with almost 6,500 work phases.) - Manpower-O&M Personals and Temporary Hire! (TVO, and 1400 Sub- Contractors) - Duration = a whopping 37 Days! The first annual outage of Olkiluoto 3 will start on Saturday. The plant unit will be disconnected from electricity production on March 2nd for maintenance shutdown, estimated to last about 37 days. The long duration is due to both the type and size of the plant. OL3 is Europe's largest nuclear power plant unit, so the number of equipment and components to be serviced is large. A total of approximately 1,900 different tasks have been planned, involving about 6,500 work phases. For comparison, OL2's annual maintenance includes about 550 tasks with a total of 1,200 work phases. 🔧⚙️ - Annual outages are large-scale, meticulously planned processes at nuclear power plant units, and the safe execution of the outages to a high standard requires professional expertise from both TVO’s own employees and subcontractors and the plant supplier, says Marjo Mustonen, Director of Electricity Production. Major tasks include refuelling, pre-maintenance work on the protection system, software updates for automation systems, leak-tightness tests on containment isolation valves, and maintenance of pressurise safety relief valves. The work is scheduled with minute precision, and maintenance is conducted around the clock in multiple shifts. ⏱ In addition to TVO's own staff, approximately 1,400 subcontractors' employees will participate in the annual maintenance shutdowns of all three plants this year. We still do not know where the full £30-35bn that is needed for Sizewell C will come from, but the government keeps drip feeding it funds to get it out of the ground.Yesterday the government announced that it has made an additional £1.3bn available to blow wind in the sails of the proposed Sizewell C nuclear power plant.This means that £2.5bn has been allocated to the Suffolk project to date, our friendly neighbours in #france EDF Renouvelables, EDF (UK) and EDF Renouvelables, let us support them in keeping our country safe.It was originally meant to be a private sector project, but that actually would have meant Chinese state ownership, which the #ukgovernment eventually decided was NOT good. Great news for Somerset! 🎉 Hinkley Point B is no longer under increased regulation for dangerous substances, marking a significant milestone in its decommissioning process. EDF Energy Ltd has successfully reduced its holdings of these substances, meaning the site is no longer subject to the Control of Major Accident Hazards Regulations 2015 (COMAH). In a joint effort, EDF consulted with the local authority in Somerset to ensure that the reduced inventory posed no additional risk to the community. Following this, inspectors from the Office for Nuclear Regulation (ONR) and the Environment Agency were able to verify that the site met all required standards for the safe removal and reduction of these substances. This achievement not only underscores EDF's commitment to safety but also provides valuable insights for similar activities at other nuclear sites. The lessons learned from Hinkley Point B's successful exit from COMAH will help inform future risk reduction efforts at other facilities and enhance regulatory practices. Prodigy Clean Energy, a Canadian company specialising in transportable nuclear power plants (TNPPs), has entered into a memorandum of understanding with the Des Nëdhé Indigenous Economic Reconciliation Group to explore opportunities for utilising Prodigy's microreactor TNPP technology to provide power to remote mines and communities across Canada. The Prodigy Microreactor Power Station TNPP is capable of incorporating various types of microreactors. It will be manufactured, equipped, and partially commissioned in a shipyard before being transported to a designated site for installation, either on land or in a shoreside marine setting. In comparison to traditional small modular reactors (SMRs), the TNPP requires minimal site preparation and can commence power generation within weeks of its arrival. Upon project completion, the TNPP can be safely removed for decommissioning, eliminating any legacy waste.
