The House established a bipartisan Task Force on Artificial Intelligence, comprised of 12 Democrats and 12 Republicans. Reps. Jay Obernolte (R-CA) and Ted Lieu (D-CA) will co-chair the Task Force, which will produce "a comprehensive report detailing the regulatory standards and congressional actions needed to both protect consumers and foster continued investment and innovation in AI." Time will tell where this goes, but I appreciate that there is a bipartisan effort to focus on these important issues. While there is certainly a great deal of concern about the externalities of emerging tech, I hope that the commitment to "continue to encourage innovation and maintain our country's competitive edge" in this space remains a touchstone in the Task Force's work. Too often, we have seen promising technologies stifled or chilled by even well-intentioned regulation, so I wish these Representatives luck as they try to strike the unenviable balance of protecting national security and the public. On September 29, Governor Gavin Newsom announced a series of initiatives to safeguard Californians from the potential risks of Generative AI (GenAI) while advancing responsible AI deployment. Governor Newsom introduced key experts, including Dr. Fei-Fei Li, Tino Cuéllar, and Jennifer Tour Chayes, to lead California's efforts in establishing protective guardrails for GenAI. Key Points: - Dr. Fei-Fei Li, Tino Cuéllar, and Jennifer Tour Chayes will spearhead the development of science-based frameworks for GenAI safety and innovation. - Governor Newsom vetoed SB 1047, which he deemed insufficient in addressing high-risk AI environments and critical decision-making. - Over the past 30 days, Newsom signed 17 AI-related bills to regulate GenAI, covering deepfakes, AI watermarking, and AI-generated misinformation. - The Governor directed state agencies, including the Office of Emergency Services (OES), to assess potential risks GenAI poses to critical infrastructure such as energy and water systems. Thought-provoking panel 'Artificial secrecy in the digital state', chaired by Marco Almada with presentations from Deirdre Curtin Madalina Busuioc Lisa Van Dongen Kristina Irion and myself. The conclusion is univocal: public administrations are characterised by a significant level of secrecy, which the #AIAct will not change. While transparency should be the rule and secrecy the exception, institutional considerations are pushing the status quo toward less visibility and less democratic oversight. In light of the many scandals of AI in public administration, this status quo is increasingly less sustainable!

Modern business data protection practices share a lot in common with government classification systems. However, with so many employees following the same policies, some emails are bound to slip through the cracks. Enter genAI. This innovative tool provides a knowledge graph of a company's policies and works like auto-correct, reminding employees to properly classify messages before hitting send. Federal officials are citing several common barriers to carrying out the Biden administration’s directives on artificial intelligence, including preparedness and resource issues, according to recent compliance plans shared by agencies with the White House. A FedScoop analysis of 29 of those documents found that data readiness and access to quality data, a dearth of knowledge about AI and talent with specific expertise, and finite funding levels were among the most common challenges that agencies reported. Agencies also disclosed obstacles when it comes to their IT infrastructure, limitations in government-ready tools, and testing and evaluation challenges, among other issues. https://lnkd.in/eakrYrPE

Exciting news from Sacramento! On 19 June, the Assembly Privacy & Consumer Protection Committee passed SB 1047, introduced by Senator Scott Wiener (D-San Francisco). This bill aims to ensure the safe development of large-scale artificial intelligence systems by setting clear, predictable, and common-sense safety standards for developers of the most powerful AI systems. Here are the key highlights: Key Highlights: 1. Flexibility for Companies: Allows companies more flexibility in meeting their development obligations while holding them accountable for irresponsible behavior. 2. Adjustable Compute Threshold: Starting in 2027, a state agency can change the computed threshold for a model to be covered under the bill. 3. Third-Party Safety Audits: Mandatory by 2028. 4. Strengthened Whistleblower Protections: Ensures employees can report unsafe practices without fear. Why It Matters: As AI technology rapidly evolves, it offers enormous benefits but also poses significant risks. SB 1047 aims to balance innovation with safety, ensuring that the development of powerful AI systems does not compromise public safety. From a statement by Gavin Newsom explaining why he vetoed what would have been a big step in establishing AI Safety Guardrails: "Adaptability is critical as we race to regulate a technology still in its infancy. This will require a delicate balance. While well-intentioned, SB 1047 does not take into account whether an Al system is deployed in high-risk environments, involves critical decision-making or the use of sensitive data. Instead, the bill applies stringent standards to even the most basic functions - so long as a large system deploys it. I do not believe this is the best approach to protecting the public from real threats posed by the technology. Let me be clear - I agree with the author - we cannot afford to wait for a major catastrophe to occur before taking action to protect the public. California will not abandon its responsibility. Safety protocols must be adopted. Proactive guardrails should be implemented, and severe consequences for bad actors must be clear and enforceable. I do not agree, however, that to keep the public safe, we must settle for a solution that is not informed by an empirical trajectory analysis of Al systems and capabilities. Ultimately, any framework for effectively regulating Al needs to keep pace with the technology itself."
