New from me: The ITU is considering allowing mobile network operators (MNOs) to share their spectrum with satellite D2D providers. The issue is being studied for the upcoming World Radiocommunication Conference in 2027 (WRC-27) under agenda item 1.13. Until then, because there are no international rules in place, it will be up to individual countries to make their own rules for satellite providers to share spectrum with MNOs. In the US, the Federal Communication Commission (FCC) decided to adopt its Supplemental Coverage From Space (SCS) framework in March. This will allow companies like AST SpaceMobile, SpaceX and Lynk to share spectrum with the country’s mobile operators, subject to agreements with those operators. Canada is also considering adopting similar rules to the US, while Brazil has been supporting trials using regulatory sandboxes. In Europe, meanwhile, there are no plans at the moment to adopt specific satellite D2D rules. Does the continent need to develop its own satellite D2D rules? PNT signals, essential for positioning, navigation, and timing, sourced from GPS satellites, power 7 billion devices worldwide, ensuring the reliable functioning of critical infrastructure. At B²C Lab’s recent Resilient Timing Solutions Seminar, Dr. Patrick Diamond, Principal of Diamond Consulting and U.S. National Space-Based PNT Advisory Board member, noted how recent GPS outages in Denver, CO, and Dallas, TX have underscored the need for resilient alternative PNT solutions. Enter Broadcast Positioning System (BPS) which uses ATSC 3.0 as one potential complementary solution. 🚀 How Can Operators Avoid Launch Delays Through Ground Segment Testing? 🛰️ Here's our advice for a smooth setup: Address potential interference issues: Particularly from dynamic systems like communications-on-the-move (COTM) terminals. Seamless connection and re-connection capabilities for ground terminals are crucial, requiring thorough testing and mitigation efforts before satellite launch. Know your testing limitations: Testing prior to launching a constellation presents challenges, as accurate testing often requires transporting ground antennas to test sites, which is costly and impractical for large LEO constellations. Do you have the capability to do this? Simulate troublesome environments while testing on-site: Simulating challenging environments during on-site testing will optimize your launch preparations.
